At the 22nd China International Finance Forum held in Shanghai on February 19-20, themed "Building an Intelligent Financial Ecosystem in the Digital Economy Era," Li Lei, China CEO of Banco Bilbao Vizcaya Argentaria (BBVA), delivered a keynote speech.
Li Lei highlighted that digital technology is redefining the boundaries of finance at an unprecedented pace globally. In China, a profound transformation is systematically advancing—one rooted in serving the real economy, grounded in risk prevention, and driven by institutional innovation.
She noted that China is leading globally in areas such as fintech governance, data element circulation, standardized AI applications, and the exploration of a digital yuan. These efforts have laid a solid institutional foundation for the development of intelligent finance. Meanwhile, under the "dual-carbon" strategy, China's distinctive green financial system, with a global outlook, continues to mature.
As an international banking group with over 160 years of history and a strong presence across Asia, Europe, and Latin America, BBVA remains committed to bridging global resources with local needs. In green finance, the bank has allocated over €300 billion in sustainable financing since 2018 and pledged an additional €700 billion between 2025 and 2029 to support green and socially sustainable projects.
"We are eager to contribute our global expertise and local insights to support China's high-quality financial development," she said.
Li Lei emphasized that as the digital economy surges forward, building a secure, intelligent, and sustainable financial ecosystem is a shared mission. "We aim to integrate BBVA’s century-old stability from the Iberian Peninsula with China’s transformative market, continuously enhancing our development quality here. We look forward to collaborating with all stakeholders to build a resilient financial future and contribute even more to the high-quality growth of the real economy."
