Notice from the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission on Approving Five City Clusters Including Beijing-Tianjin-Hebei to Carry Out Comprehensive Hydrogen Energy Application Pilot Work

To the industry and information technology departments, finance departments (bureaus), and development and reform commissions of Beijing Municipality, Inner Mongolia Autonomous Region, Liaoning Province, Jilin Province, Shanghai Municipality, Henan Province, Guangdong Province, Chongqing Municipality, Sichuan Province, and Xinjiang Uygur Autonomous Region:

In accordance with the requirements of the "Notice from the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission on Carrying Out Comprehensive Hydrogen Energy Application Pilot Work" (MIIT Joint Energy Conservation [2026] No. 59, hereinafter referred to as the "Notice"), after formal review, expert evaluation, on-site defense, and other procedures, the pilot work plans of five city clusters—Beijing-Tianjin-Hebei, the Greater Bay Area, Northeast China (including Eastern Inner Mongolia)-Yangtze River Delta, Xinjiang-Chengdu-Chongqing Economic Circle, and the Yellow River Jizi Bend-Central Plains—are in principle approved, and comprehensive hydrogen energy application pilot work will be carried out for a pilot period of four years.

The Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission (hereinafter collectively referred to as the three departments) will track and guide the pilot work and conduct assessment and evaluation. The evaluation results will serve as the basis for the central government's arrangement of reward funds for the pilot city clusters.

Your units must, in accordance with the submitted comprehensive hydrogen energy application pilot work plans, strengthen overall coordination, accelerate organization and implementation, actively introduce supportive policies, strictly implement local reward funds, and quickly generate actual workload. Each city participating in the pilot work must strictly follow the requirements of the "Notice" and the responsibilities and tasks specified in the city cluster pilot work plans, perform its own duties, coordinate efficiently, and jointly complete all pilot tasks. After the end of each pilot year, a self-assessment report must be compiled in a timely manner and submitted to the three departments according to procedures.

It is necessary to promptly advance the implementation of four lists: hydrogen energy technology and equipment research, hydrogen energy projects in the industrial sector, fuel cell vehicle promotion, and hydrogen refueling station construction, so as to form replicable and promotable experience for the development of the hydrogen energy industry. It is necessary to establish a complete industrial chain and supply chain, smooth the domestic grand circulation, and prevent and overcome local protectionism; rationally plan and construct key projects, highlight the characteristics and linkages of city clusters, and prevent "small but complete" approaches, rushing headlong into action, and low-level repetitive construction; establish and improve safety management systems, clarify specific responsible departments, and strictly implement them; and do a good job in performance management by timely evaluating the economic, social, and ecological benefits of the pilot work.

It is necessary to ensure that central government reward funds are allocated in a timely manner as required, give play to the effectiveness of reward funds, effectively reduce the cost of hydrogen use, and effectively transmit this to the terminal product consumption stage. For city clusters whose progress falls short of expectations and whose local reward funds are not allocated in a timely manner, the three departments will, in accordance with the requirements of the "Notice", take measures such as reducing or suspending central government reward funds as appropriate. Reward funds shall be coordinated by local authorities for supporting comprehensive hydrogen energy applications and shall not be used for other purposes such as balancing budgets, repaying government debt, or clearing overdue enterprise accounts.

If there are relevant issues and suggestions during the pilot work, please report them to the three departments in a timely manner. Special notice hereby.
