This includes those from families receiving minimum living allowances, zero-employment households, families of retired fishermen from key Yangtze River basin areas, and individuals classified as extremely impoverished. Graduates with disabilities or those who received national student loans during their studies are also eligible. A one-time subsidy of 1,500 yuan per person will be provided to help cover job-hunting expenses and alleviate the financial pressure associated with the job search process.

The Provincial Department of Emergency Management has recently introduced a trial set of management measures for provincial-level emergency rescue teams. The primary goal is to standardize the construction and administration of these teams, thereby improving their professional and standardized capabilities to better safeguard public life and property. The measures focus on promoting the development of professional rescue forces by optimizing their scale, structure, and geographical distribution. This strategic adjustment aims to enhance overall capability and create a specialized, elite force that meets the demands of modern emergency response and serves as a sharp tool for rescue operations.

Financial Initiatives to Accelerate Cultural and Tourism Development

In a collaborative effort, the Provincial Financial Supervision Administration and the Provincial Department of Culture and Tourism have released a set of measures to support the development of the cultural tourism industry. This package introduces 15 specific actions designed to build a financial service system that aligns with the sector's growth, helping to establish it as a pillar industry. Among the key initiatives is the "Wanlv Loan," a special credit product tailored for cultural and tourism enterprises, including scenic areas, cultural creativity firms, and wellness businesses. It supports operational liquidity and project construction, with eligible enterprises able to access financial interest subsidies. The "Wanlv Bond" encourages these companies to issue various debt financing instruments, with guidance from professional intermediaries for training and investor matching. The "Wanlv Insurance" initiative promotes government-purchased travel assistance insurance in qualified cities and offers premium subsidies to enterprises. The "Wanlv Guarantee" focuses on developing cultural tourism guarantee products through government-backed financing guarantee institutions, with eligible loans included in a special guarantee plan for the modern service industry. Additionally, the "Wanlv Investment" strategy aims to attract national-level cultural industry investment funds to establish sub-funds in the province, bringing in high-quality private equity and venture capital to empower the sector's development.
