[Click to register] (Source: Workers' Daily) BEIJING (Reporter Shi Lanlan) — Recently, the Ministry of Commerce and six other departments jointly issued the "Notice on Implementing the 'Five Excellence' Initiative for Quality E-Commerce" (hereinafter referred to as the "Notice"). The Notice outlines 15 specific tasks organized around five areas: organizing e-commerce platforms to "promote excellence in quality," supporting various merchants to "create excellence in quality," facilitating consumers to "select excellence in quality," guiding Silk Road e-commerce to "strive for excellence in quality," and strengthening norms and standards to "sustain excellence in quality" through long-term protection, with the aim of continuously upgrading quality standards, supply chain efficiency, and user experience.
In terms of organizing e-commerce platforms to "promote excellence in quality," the Notice proposes advancing the transformation of platform rules toward higher standards, urging e-commerce platforms to formulate and amend platform rules in accordance with laws and regulations, and fully implementing requirements such as public disclosure of platform rules and public solicitation of opinions. E-commerce platforms are to be guided in standardizing rule enforcement behavior to protect the legitimate rights and interests of merchants and consumers on the platforms. At the same time, a full-chain quality control system should be established.
In terms of supporting various merchants to "create excellence in quality," e-commerce activities benefiting the people and enterprises should be carried out, the National E-Commerce Public Service Network should be improved, customized training should be offered to small and medium-sized merchants to enhance their quality operation capabilities, and an "e-commerce plus industrial belt" cultivation initiative should be launched to encourage localities to plan and develop e-commerce product selection centers. In addition, the Notice explicitly requires facilitating consumers to "select excellence in quality." Around consumption nodes such as "618" and "Double 11," collaborative efforts from all parties should be coordinated to strengthen guidance and regulation of e-commerce platforms, continuously creating a safe and reassuring online consumption environment. Financial institutions should be encouraged to cooperate with e-commerce platforms in a well-regulated manner, enrich consumer finance products and services, increase financial support for high-quality goods and services, and better meet residents' demand for quality consumption.
