Japan's Ministry of Economy, Trade and Industry on October 16, 2026, approved a revised production plan submitted by Taiwan Semiconductor Manufacturing (NYSE: TSM) and its Japanese subsidiary JASM (Japan Advanced Semiconductor Manufacturing) for the second Kumamoto factory.

Under the revised plan, the company will aim to begin production of 3nm process logic semiconductors by December 2028.

The planned capacity is 6,000 wafers per month (converted to 300mm wafers), with first shipments expected in the fourth quarter of 2028 (October to December), and production is planned to continue for more than 10 years.

The products will be delivered primarily to Japanese customers.

The second Kumamoto factory is being built by JASM on a plot adjacent to the first Kumamoto factory.

Under the original plan approved in February 2024, the main products were 6nm and 12nm process logic semiconductors, with 40nm process also planned to be supported based on domestic Japanese demand.

In addition, the capacity was 48,000 wafers per month, with the entire factory at 63,000 wafers per month (both converted to 300mm wafers).

The first Kumamoto factory also had its production plan revision approved on the same day.

The original plan focused on 22/28nm and 12/16nm process logic semiconductors as main products, but the revised plan no longer lists the 12/16nm process and instead focuses on the 22/28nm process as the main product.

Furthermore, it added that the 40nm process will also be manufactured separately in consideration of Japanese demand.
