Shaanxi Launches $300 Billion Green Hydrogen Mega-Project with Full Industrial Chain

On July 27, Dingbian County Government signed a strategic cooperation framework agreement with Shaanxi Hydrogen Energy Industry Development Co., Ltd. in Yulin to jointly develop a green hydrogen base project. The initiative covers the entire industrial chain, including production, storage, transportation, refueling, and application.

Dingbian County currently holds the largest installed capacity of new energy in Shaanxi Province, with 6,500 megawatts of wind and solar power already connected to the grid, generating nearly 10 billion kilowatt-hours of electricity annually. This strong foundation provides favorable conditions for producing green hydrogen via green electricity. Shaanxi Hydrogen Energy, as the province's leading hydrogen industry chain enterprise, will establish a new joint venture company with the local government to operate the project.

The project is substantial, with a total planned investment of 300 billion yuan. An initial phase of 15 billion yuan will be deployed. The first stage focuses on building a new energy power generation facility coupled with water electrolysis for hydrogen production, targeting an annual output of 12,000 tons of green hydrogen. According to projections, once operational, the hydrogen production plant could contribute approximately 15 million yuan in annual tax revenue to the county and create over 300 jobs.

Regarding refueling infrastructure, the plan includes constructing three to five hydrogen refueling stations or integrated energy stations along the county's main industrial zones and transportation corridors by the end of 2030. Future expansions may include production lines for green ammonia and green fertilizers, as well as natural gas hydrogen blending and pipeline hydrogen transport, depending on market conditions.

At the signing ceremony, Dingbian County Party Secretary Li Shengyuan stated that the county will treat the project as a key initiative, establishing a dedicated task force to facilitate approvals and secure resources, aiming for an early start. Wang Liang, Deputy Director of the Provincial State-owned Assets Supervision and Administration Commission, also attended, emphasizing that this cooperation represents a synergy between provincial state-owned platforms and the county's green electricity resources. He expressed hope that it would forge a replicable pathway for carbon reduction through green hydrogen.

This project serves as a concrete implementation of Yulin City's "coal, oil, gas, wind, solar, hydrogen, and storage" multi-energy integration strategy and is expected to drive the green transformation of Dingbian County's energy sector.
