"Encountering Art" benefit performances are bringing culture and arts from grand halls directly to the masses, while youth cultural night schools are attracting widespread participation from the post-90s and post-00s generations. Across the land of Yan and Zhao, our province's cultural benefit initiatives are continuously being "refreshed," highlighting the significant role of cultural enrichment projects in enhancing the people's sense of gain and happiness.
This year's government work report proposed carrying out cultural activities that bring performances to the grassroots level. How can we, through model innovation, break away from the traditional one-way delivery of "we perform, you watch" and promote a shift in the public's role from "cultural audience" to "cultural participant"? Representatives and members attending the Provincial Two Sessions offered insightful opinions on this matter.
Adhering to the principle of "cultivating" over "delivering," thereby sowing the seeds of art. Initiatives like rural film screenings and sending opera troupes to the countryside have significantly improved the effectiveness of public cultural services in our province in recent years. However, whether it's delivering films or performances, these remain one-way cultural transmissions. How can culture be truly integrated into people's lives? How can the endogenous dynamism of grassroots culture be activated?
"For opera to truly sink roots, stay, and thrive at the grassroots level, we cannot rely solely on 'delivering'; we must also focus on 'cultivating'," suggested Xu Heying, a member of the Provincial CPPCC Committee and Vice Chairman of the Hebei Provincial Federation of Literary and Art Circles. She recommended that, on one hand, art workers should focus on挖掘乡土元素, collaborating with folk troupes to co-create works suitable for all ages. To promote the shift from "delivering" to "cultivating," our province has innovatively implemented the Hebei Cultural Inheritance Action under the Ministry of Culture and Tourism's Old Artists Cultural Volunteer Service Project in recent years. Thirty-two counties, cities, and districts have established paired assistance relationships with nearly a hundred veteran artists from art troupes directly under the Ministry of Culture and Tourism. By 2025, the province will launch the implementation of the "Starry Sky Plan" for grassroots cultural volunteers, focusing on rural and community cultural talents, having already selected over 15,000 volunteers for the plan.
Lu Zhiyong, a deputy to the Provincial People's Congress and Party Secretary of Yingtan Village, Luoluo Town, Xindu District, Xingtai City, stated that improving the grassroots cultural service system is a carrier for effectively enhancing the capacity to undertake and transform cultural resources. He suggested continuously advancing the standardization and balanced construction of grassroots cultural venues, making cultural stations, libraries, and comprehensive cultural service centers stable carriers for the下沉 of cultural resources.
