During a recent press conference for the "15th Five-Year Plan" launch series, the Beijing Economic-Technological Development Area (also known as Beijing E-Town) outlined its ambitious vision for the next decade.

The district's Party Working Committee Secretary, Kong Lei, highlighted that during the "14th Five-Year Plan" period, the Yizhuang新城 achieved a gross regional product of 401.2 billion yuan, with an average annual growth rate of 12.1%. Its total industrial output approached 700 billion yuan, contributing nearly 40% of the city's industrial added value despite occupying just 1.37% of Beijing's land area. Per capita and per land output firmly ranks first among top national-level economic development zones, solidifying a robust foundation for high-quality growth.

Building the "1+3+4+N" Industrial System

Industry is the cornerstone of the development zone. Over the next five years, the area will focus on a new generation of intelligent manufacturing, establishing a "1+3+4+N" modern industrial system. This system aims to drive dual growth in advanced manufacturing and modern services. By 2030, the zone expects to cultivate eight industry clusters each valued at over 100 billion yuan, achieve a total industrial output value of 1 trillion yuan, and ensure that high-tech manufacturing accounts for more than half of the output value from enterprises above a designated size. The target also includes 100 national-level smart factories and green factories, further cementing the real economy's foundation for developing new productive forces.

The "1" - AI as the Core Engine

The "1" in the system represents the pivotal role of 人工智能 as a core driver. The development zone will deeply implement an "人工智能+" initiative, insisting on full-stack autonomy, full-domain perception, and full-industry application. It will vigorously develop the "token economy" and strive to build a globally influential city of universal 人工智能. By 2030, the scale of intelligent computing power is expected to reach 100,000 PetaFLOPS (P), and the adoption rate of 人工智能 technology among manufacturing enterprises above a designated size should exceed 60%.

The "3" - Strengthening Three Dominant Industries

The "3" refers to bolstering three dominant industries. In integrated circuits, Beijing E-Town will focus on full-stack autonomous control, capacity doubling and quality enhancement, cutting-edge technology leadership, and a fully open ecosystem to enable more high-performance chips to be "Intelligently Manufactured in Yizhuang." In the biomedical and healthcare sector, the zone will accelerate the cultivation of innovative enterprises and the introduction of international resources. It will build the International Medical Innovation Park to a high standard, creating a global biomedical innovation hub with the highest density of innovation and the most efficient transformation. In the intelligent connected vehicle industry, the zone will persist in vehicle-led, whole-vehicle and component mutual promotion, full-chain synergy, and panoramic development. It aims to build the "Beijing Yizhuang · Automotive Intelligent Manufacturing Innovation City" at a high level. By 2030, the annual production of passenger cars in the zone is projected to exceed 1.3 million units.

The "4" - Growing Four Emerging Pillar Industries

The "4" represents the expansion of four new pillar industries. For the robotics industry, the production capacity target by 2030 is 500,000 units, with 600 robots per 10,000 workers in manufacturing enterprises above a designated size. The zone will continue to build a series of robotics innovation platforms and enhance the brand event of the humanoid robot half-marathon. The intelligent terminal industry aims to become the global AI terminal product definition center and intelligent manufacturing hub, building an intelligent terminal industry block. It will focus on developing new terminals like smartphones and smart glasses, launching over 1,000 AI terminals with a "First Release in Yizhuang" label. The aerospace technology industry will create a "thousand-enterprise linkage, thousand-satellite launch, hundred-billion revenue" industrial cluster and advance the construction of an aerospace block. The advanced energy industry will focus on breakthroughs in core technologies for new energy storage like solid-state batteries, build a national-level wind power technology innovation center, and establish pilot platforms for advanced energy sources such as space photovoltaics and perovskite, creating a new energy system.

The "N" - Pioneering Future Industries

The "N" signifies the forward-looking layout of a range of future industries. Key areas include breakthroughs in 6G communications, quantum information, brain science and brain-computer interfaces, bio-manufacturing, fusion energy, and new materials. The zone will also proactively plan for future industries like optoelectronics, fourth-generation semiconductors, digital cells, artificial life, and atomic-level manufacturing. It will accelerate core technology research and application exploration in frontier innovation fields to seize new development tracks. By 2030, Beijing E-Town aims not only to cultivate several nationally leading future industry innovation clusters but also to compete for the title of a national-level future industry pilot zone.
