Seven Government Bodies Issue Joint Directive to Foster Collaboration Between Large and Small Enterprises in the Platform Economy

The Chinese government has issued a new policy directive aimed at fostering collaborative development between large and small-to-medium enterprises within the platform economy, aiming to cultivate an open, shared, mutually beneficial, and win-win ecosystem. The Ministry of Industry and Information Technology, the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Commerce, the State Administration for Market Regulation, and the National Data Administration have jointly released the "Action Plan for Promoting Collaborative Development of Large, Medium, and Small Enterprises in the Platform Economy (2026-2028)."

Key Focus Areas of the Plan

The action plan outlines key tasks and special initiatives centered on three primary areas: strengthening collaborative innovation leadership, improving the collaborative ecosystem, and deepening open collaborative linkages.

Driving Collaborative Innovation

The plan includes launching a collaborative innovation navigation initiative. This aims to accelerate the cultivation of diverse innovative entities, encourage stronger innovation cooperation between large and small enterprises, enhance capabilities in technological, industrial, and service innovation, improve innovation development support systems, and bolster new driving forces for the growth of the platform economy.

Enhancing the Collaborative Ecosystem

An initiative to improve the collaborative ecosystem will focus on increasing support for quality improvement and brand building for small and medium-sized enterprises. It will support collaborative international expansion for businesses of all sizes, strengthen compliance in platform operations, and promote the co-creation of a compliant ecosystem, the sharing of industrial ecosystems, the joint development of service ecosystems, and mutual success in overseas expansion, thereby opening new avenues for the platform economy's growth.

Expanding Open Collaboration

An initiative to broaden open collaboration calls for accelerating the formulation of platform openness lists. It guides platform companies to hasten the open sharing of key elements like technology, data, and computing power with SMEs, establishes public service platforms for SMEs, and works to construct a new development paradigm for the platform economy.
