Multi-Ministry Initiative Aims to Foster Collaborative Growth Among Large and Small Enterprises in the Platform Economy

In a move to drive collaborative development between large, medium, and small enterprises within the platform economy and foster an open, shared, and mutually beneficial ecosystem, seven government departments have jointly issued a new action plan.

The departments, including the Ministry of Industry and Information Technology, the Cyberspace Administration of China, and the National Development and Reform Commission, have released the "Action Plan for Promoting the Collaborative Development of Large, Medium, and Small Enterprises in the Platform Economy (2026–2028)."

The plan sets a target for 2028, aiming for a significant improvement in the level of collaborative development. It seeks to establish a number of replicable and scalable collaborative innovation models and cultivate a group of champion manufacturing enterprises within the platform economy sector.

The initiative also focuses on increasing the openness and sharing of key elements like technology and data. It outlines the release of three batches of platform openness lists and the selection of no fewer than 100 pilot projects for open platform resource scenarios.

Furthermore, the plan aims to accelerate the emergence of new technologies, applications, models, and business formats in the platform economy, with goals to build over 10 service platforms and 60 implementable intelligent service application scenarios.

The action plan outlines key tasks and special initiatives across three main areas: strengthening collaborative innovation leadership, improving the collaborative ecosystem, and deepening open collaborative linkages.

One key initiative is the Collaborative Innovation Navigation Action, which focuses on rapidly nurturing diverse innovation entities. It encourages large and small enterprises to strengthen innovation cooperation, enhance capabilities in technological, industrial, and service innovation, and improve the innovation development support system to boost the momentum of platform economic growth.

Another initiative is the Ecosystem Synergy Enhancement Action. This aims to increase support for small and medium-sized enterprises in areas like quality improvement and brand building. It supports collaborative international expansion for businesses of all sizes, strengthens platform operational compliance, and promotes the co-creation of a compliant ecosystem, shared industrial ecosystems, co-built service ecosystems, and win-win scenarios for global expansion, thereby opening new spaces for platform economic development.

The final key area is the Open Collaboration Expansion Action. This involves accelerating the formulation of platform openness lists, guiding platform companies to speed up the open sharing of elements like technology, data, and computing power with SMEs, establishing public service platforms for SMEs, and constructing a new framework for the development of the platform economy.
