Yunnan Party Chief Kicks Off Year of the Horse with On-the-Ground Industry Inspections

Deep News02-26

On February 24, the eighth day of the first lunar month, marking the first working day after the Spring Festival in the Year of the Horse, Yunnan Provincial Party Secretary Wang Ning concluded his research itinerary in Xishuangbanna Dai Autonomous Prefecture and proceeded directly to Mile City in Honghe Hani and Yi Autonomous Prefecture. This seamless transition in his schedule sends a powerful signal across Yunnan: a sprint from the start and vigorous action with the arrival of spring. From industrial parks to enterprise workshops, and from the low-altitude economy to plateau-specific agriculture, Secretary Wang delved into the front lines in Mile City, inspecting products, inquiring about research and development, and probing market conditions. He emphasized the need to maintain high morale, take the lead with determination, work vigorously from the beginning of spring, accelerate efforts with urgency, and strive for tangible results to achieve a strong start for the "16th Five-Year Plan" period.

How can breakthroughs be achieved in emerging sectors? The low-altitude economy represents a crucial strategic emerging industry. For Yunnan, developing this sector is a key measure for fostering new quality productive forces and driving high-quality development. The province has previously rolled out a series of important arrangements to promote the low-altitude economy, including the issuance of "Several Measures to Support the Healthy Development of the Low-altitude Economy in Yunnan." During the Yunnan Provincial Economic Work Conference held on December 23, 2025, which outlined economic tasks for the new year, further emphasis was placed on focusing on the transformation and application of results, vigorously developing low-altitude economic formats such as agricultural logistics, industrial inspections, forest fire prevention and extinguishing, geological disaster patrols, and low-altitude consumption. At a joint group consultation session of the Fourth Session of the 13th Yunnan Provincial Committee of the Chinese People's Political Consultative Conference on January 29, 2026, after listening to proposals from provincial committee members on building a low-altitude economy with Yunnan characteristics, Wang Ning stated on site that Yunnan possesses numerous application scenarios for drones. He noted that developing the low-altitude economy requires concrete efforts and can be further expanded in areas such as forest fire prevention, border patrols, and mountain transportation.

Less than a month later, Wang Ning followed the industrial chain of the low-altitude economy to the production front lines in Mile, reflecting both a close assessment of the industry's dynamics and a leading example for the province's vigorous spring efforts. Mile Haoxiang Technology Company produces over 40,000 model aircraft engines annually and has an annual production capacity of 200 light aircraft, with its various products widely favored by the market. Among them, the company's newly developed high-performance two-seat all-composite light aircraft, the DL-2L, boasts 100% independent intellectual property rights, a maximum takeoff weight of 600 kilograms, and a maximum range of 1,500 kilometers. During his visit, Wang Ning carefully inspected the products, inquired in detail about production and sales, and encouraged the company to deepen its focus on the low-altitude industry, intensify research and development efforts, expand its range of flagship products, and continuously enhance market competitiveness. He also urged relevant provincial departments to focus on Yunnan's vast application scenarios, strengthen planning guidance, vigorously attract and cultivate market entities, support the clustered development of low-altitude manufacturing, and achieve new breakthroughs in the emerging low-altitude economy sector.

How can local specialties gain new luster? If the low-altitude economy represents Yunnan's breakthrough towards innovation, then plateau-specific agriculture is the foundation for its pursuit of excellence. The effectiveness of leveraging this "ace card" directly impacts farmers' incomes. On February 9, the Yunnan Provincial Rural Work Conference was held in Kunming. At the conference, Wang Ning emphasized that plateau-specific agriculture is Yunnan's "trump card" and must be advanced through integrated efforts in agricultural technology, deep processing, and brand cultivation to build it into a "core" industry for the province. He specifically pointed out the need to target characteristic advantageous industries, take measures to enhance comprehensive benefits across the entire chain, and fully promote the transformation and upgrading of plateau-specific agriculture.

During this inspection, Wang Ning turned his attention to the market end. At the "Honghe Jiuhong+" sales center in the Mile Industrial Park, he showed great interest in the market expansion and brand cultivation of agricultural products. The "front store, back factory" marketing model explored here covers over 920 agricultural enterprises and more than 7,200 agricultural cooperatives, promoting local Honghe specialties such as vegetables, fruits, flowers, rice, livestock, alcohol, sugar, medicinal herbs, and tea to broader markets. This platform not only drives the chain development of single agricultural products like grapes, blueberries, roses, and sugarcane but also broadens channels for increasing farmers' incomes and empowers the accelerated development of deep processing in the green food industry. "Which product categories have the best sales?" Wang Ning engaged in in-depth discussions with management and sales personnel of enterprises based in the center, pressing for details. The responsible person from the Honghe Prefecture Jiuhong Industrial Development Association responded: Honghe blueberries have an output value exceeding 10 billion yuan, and the Shiping tofu product series has also surpassed an output value of 6 billion yuan. Behind these figures lie continuous efforts in variety improvement, quality enhancement, and brand building. They also vividly illustrate the extension of the industrial chain and the elevation of the value chain under the "front store, back factory" model, demonstrating the practical results of Yunnan's plateau-specific agriculture in leveraging its "special" characteristics to consistently develop local specialties into large-scale, high-quality industries.

Wang Ning called for leveraging the industrial park to cultivate leading enterprises in processing and sales, vigorously promoting high-quality products from remote areas, creating strong brands and achieving good prices, and integrating the development of primary, secondary, and tertiary industries to ensure increased income for farmers, benefits for enterprises, and tax revenue for the government. During the inspection, Wang Ning emphasized that Honghe Prefecture has great potential in both industry and agriculture. He stressed the need to comprehensively strengthen Party construction, maintain the momentum of striving for excellence, unwaveringly focus on industrial development, prioritize advantageous industries, strengthen, optimize, and expand plateau-specific agriculture, innovate in tourism and residential development, make every effort to increase public income, develop new quality productive forces according to local conditions, promote high-quality economic and social development, and enable people of all ethnic groups to lead more prosperous lives.

The inaugural year of a plan should embody its inaugural momentum and spirit. Reflecting on this inspection, it adjusts not only the direction but also the state of mind – the Provincial Party Secretary heading straight to the front lines on the first working day of the Year of the Horse is, in itself, the most powerful testament to "a sprint from the start" and "vigorous action with the arrival of spring." Wang Ning emphasized that leading cadres must actively think about change and promote change, with each level driving the next to emancipate the mind, break new ground, and accelerate the creation of a new phase of development. All regions and departments must earnestly carry out education on establishing and practicing a correct view of political achievements, implement actions to enhance the revolution in work style and efficiency, and, with a spirit of seizing the day and pushing forward, consolidate the foundation, exert comprehensive effort, and strive to achieve the strategic development goals of "3815." The Year of the Horse must showcase a scene of striving with whips raised and ten thousand horses galloping forward. Yunnan has already sprung into action.
