Gansu Province has officially released its forward-looking action plan aimed at embedding artificial intelligence into the education sector, covering a comprehensive timeline from 2026 through 2030.
The strategic initiative, titled the "AI + Education Action Plan," was jointly issued by five provincial departments: the Department of Education, the Development and Reform Commission, the Department of Industry and Information Technology, the Department of Science and Technology, and the Big Data Center.
According to the plan, by 2028, the province aims to establish a complete system of AI general education course materials spanning all educational stages. Additionally, the initiative targets the creation of more than two city-level pilot zones covering entire administrative regions, the designation of over 45 national and provincial artificial intelligence education base schools, and the development of more than 1,000 typical application scenario case studies for "AI + Education."
Looking further ahead to 2030, the province has set ambitious infrastructure goals, including upgrading the provincial education network bandwidth to 40G and securing no less than 100P of cloud computing resources. The plan also emphasizes significant improvements in the AI literacy of both teachers and students, aiming for near-universal coverage of human-machine collaborative teaching among educators and the normalization of intelligent learning companion applications among students.
A notable component of the plan requires all schools at various levels to incorporate AI literacy assessments into students' comprehensive quality digital evaluation records. Beginning in the autumn semester of 2027, primary school students in upper grades and all middle and high school students will be required to complete no fewer than eight class hours of AI-related coursework annually, ensuring province-wide coverage of general AI education across all primary and secondary schools.
In the vocational education sector, the plan mandates the establishment of AI general education courses at all academic levels. For higher education, the province will develop approximately ten provincial-level AI general education courses accessible to students across all majors, while also adding around twenty new AI-related academic disciplines and programs at universities throughout the region.
The action plan further outlines the development of a provincial-level educational computing platform that integrates supercomputing and intelligent computing capabilities. This includes perfecting the integrated "cloud-network-edge-device" infrastructure and advancing the construction of smart classrooms alongside the intelligent upgrading of traditional teaching spaces.
Additionally, the plan supports middle and high schools in procuring laboratory equipment for artificial intelligence experiments and assists universities in building teaching and research facilities dedicated to AI, along with industry-education integration training bases, while updating practical training and research instrumentation.
Finally, the initiative introduces a digital empowerment campaign for education governance, with explicit safeguards for technological security, data protection, content integrity, algorithm reliability, and ethical compliance throughout the implementation process.
