Deputy Director Self-Funds AI Tools to Create Flood Response App in One Month

Deputy Director of the Miyun Branch of the Beijing Municipal Commission of Planning and Natural Resources, Xie Yunshi, utilized his programming background and two AI tools, WorkBuddy and CodeBuddy, to independently develop and launch a flood prevention mini-program named “Jiao Ying” (Call to Action) over the course of nearly a month, personally funding the purchase of 10 billion tokens in computational power.

Prior to this, grassroots flood prevention work in Miyun during the flood season relied on paper-based ledgers and manual phone calls to verify the evacuation status of residents one by one, a process that was cumbersome, labor-intensive, and prone to oversight, especially during late-night checks.

The “Jiao Ying” mini-program consolidates all information on regional geological hazard risk points, threatened residents, and responsible personnel. It connects to the city’s integrated big data platform for geological disasters and flood prevention, enabling real-time synchronization of mountain geological warnings, rainfall data, and resident evacuation status. It also supports one-click navigation to risk locations.

Updates on mountain warnings, rainfall changes, and resident transfer status are available in real-time. Frontline officials can simply open their phones to see which households have evacuated, which are still waiting, and where new dangers have emerged.

Using WorkBuddy and CodeBuddy, he communicated his requirements to the AI, which then assisted in breaking down tasks, writing, and debugging code, step-by-step transforming his idea into a functional application.

The recent heavy rains in Beijing marked the first practical deployment of “Jiao Ying.” Work that previously required dozens of people making phone calls through the night can now be completed by a single person in one hour, covering early warning dissemination and evacuation information statistics for 16 townships, significantly saving human resources and communication time. Frontline grassroots workers have widely recognized its practical value.

Following widespread attention to the event, the official WorkBuddy team proactively contacted Xie Yunshi. To support the mini-program’s subsequent debugging and iterative upgrades, they decided to gift an additional 10 billion tokens of computational power and provide ongoing full-process support, including product optimization and technical maintenance.

The official team stated that the original purpose of launching WorkBuddy was to lower the barrier to application development for ordinary people. Users only need to describe their business needs in natural language, and the tool can autonomously handle task planning, file processing, and application building, enabling those with ideas to solve frontline problems to quickly implement digital tools.
