Fraudulent Schemes Exploit "Gold Custody" and "Cloud Farming Economy" Concepts, Illegal Financial Activities Surge During Year-End Period

The year-end and beginning-of-year period marks a high-incidence season for illegal financial activities. To effectively enhance the financial literacy and risk resilience of workers in new employment forms and safeguard the property safety of express delivery and logistics practitioners, on January 23rd, the launch ceremony of the 2026 Shanghai Special Action on Preventing Illegal Financial Activities and the inaugural "Enjoyable Finance Reading · Huaxin Express Logistics Park Tour" event was successfully held at the eTong World Huaxin Park in Qingpu District. In his opening speech, a leader from the Shanghai Municipal Financial Office pointed out that illegal financial activities are constantly evolving with new tactics and increased concealment. Some lawbreakers are exploiting emerging concepts like "gold custody" and "cloud farming economy" to carry out fraud, and even attempting to utilize logistics networks to transfer funds and launder illicit proceeds, severely endangering public property safety. The Municipal Financial Office, in collaboration with relevant departments, is focusing on building a new framework for the publicity and education efforts aimed at preventing and cracking down on illegal financial activities. Through multi-dimensional approaches such as weaving a comprehensive protective net, launching distinctive branding campaigns, and constructing a multi-level communication matrix, they are continuously enhancing public risk awareness and fortifying the people's defense line for financial security.

It was reported that, considering the characteristics of the express logistics industry—such as fast-paced work, high personnel mobility, and broad social contact—this event innovatively adopted a publicity and education model combining "immersive experience" with "industry-specific customization." It promoted the thorough understanding and retention of financial knowledge through three major interactive segments. An original stage drama recreated scenarios—students and faculty from the Shanghai Theatre Academy passionately performed "Traps and Defenses: A Financial Security Warning for Express Logistics Practitioners." Based on real cases like "gold mailing" and "gold custody," the play vividly exposed how fraudsters set multi-layered traps and entice logistics employees to assist in transferring illegal funds, resonating deeply with the audience. In-depth analysis of practical cases—officers from the Economic Crime Investigation Unit of the Municipal Public Security Bureau, drawing on typical cases they have handled, provided an accessible analysis of three common scam tactics targeting new employment groups: "principal-guaranteed high-interest wealth management," "cash-back rebate schemes," and "fake project investments." They also imparted practical prevention techniques on-site, summarized as "look, question, and verify." Fun interactive learning—the venue featured a themed market called "The Express Courier's Challenge Journey" focused on preventing illegal finance, with open interactive booths set up by multiple financial institutions. Participants, holding "challenge cards," learned while playing through segments like quick financial knowledge Q&A, risk scenario simulations, and practical anti-fraud drills, easily mastering financial security skills.

"A very practical way to learn real financial knowledge during delivery breaks, the format really suits us," commented one courier who completed the challenge. It is understood that this event is an innovative measure under Shanghai's series of "Five Into" financial knowledge publicity campaigns, which aim to bring financial education "into government agencies, campuses, villages/communities, parks/zones, and military barracks." The event was closely tailored to the work-life scenarios and cognitive habits of express logistics practitioners, customizing the educational content to effectively promote financial knowledge that is "easy to understand, remember, and apply." It innovatively created a targeted publicity and education model for labor-intensive parks. A relevant responsible person from the Shanghai Financial Stability and Development Research Center stated that this event represents an important attempt to build a financial safety education system for new employment form groups. In the future, they will systematically refine and promote the "immersive + customized" publicity model, gradually covering more new employment groups, continuously strengthening the financial security protection network, and injecting solid grassroots support into Shanghai's efforts to build a warmer, more resilient international financial center.
