Two Shandong Parks Rank Among China's Top 30 High-Quality Software Parks

The China Software Industry Association recently released the "China Software Industry High-Quality Development Report (2025)," unveiling the "2025 Top 30 High-Quality Software Parks in China" list. Beijing Zhongguancun Software Park, Shanghai Pudong Software Park, and Chengdu Tianfu Software Park secured the top three positions. Shandong Province's Qilu Software Park and Qingdao Software Park were selected, ranking 4th and 24th, respectively.

The Top 30 Software Parks serve as key benchmarks in the gradient cultivation system for software parks. The evaluation criteria include the proportion of critical software sectors, open-source ecosystem vitality, innovation hub density, and other dimensions, serving as a vital measure of corporate strength, park development, and service capabilities.

In recent years, Shandong has prioritized the software industry as a core pillar of its digital economy, optimizing the "Chain Leader System" for high-end software industrial chains. The province has also introduced the "Shandong Province Famous Software Park Construction Management Measures" to foster a development framework of "two major cities driving multiple parks, and hundreds of leading enterprises nurturing thousands of products."

As of now, Shandong has cultivated 11 provincial-level renowned software parks, hosting over 11,000 enterprises and more than 220 R&D institutions. From January to September this year, the province's software business revenue exceeded 1.2 trillion yuan, marking a 13.4% year-on-year increase and ranking fourth nationwide.
