The Beijing Municipal Government has officially released its development roadmap for high-precision industries during the 15th Five-Year Plan period (2026-2030). This strategic plan outlines the city's ambition to bolster its aerospace capabilities and emerge as a leading global hub for space technology commercialization.
A key focus of the plan centers on accelerating the commercial space sector, with a specific mandate to overcome technical hurdles in developing reusable rockets and high-thrust engines. This includes strengthening the mass production capacity and supporting infrastructure for satellites and their critical components.
Beijing’s strategy also involves active participation in the nation's large-scale satellite constellation projects while simultaneously fostering the creation of differentiated commercial constellations. To maximize the utility of space assets, the plan emphasizes enhancing satellite data development to improve its application services and cultivating a robust satellite internet of things ecosystem. Moreover, it aims to drive innovation through the fusion of the BeiDou navigation system, promoting both "BeiDou+" integrated applications and "+BeiDou" spatiotemporal services.
Extending beyond orbital activities, the plan outlines initiatives for the advancement of new-energy aircraft development, alongside breakthroughs in airspace equipment and aerospace vehicles. It also prioritizes strengthening the manufacturing of critical aviation components, material supply chains, and maintenance, repair, and overhaul services to complete a comprehensive aerospace industrial chain.
