Shantou Unveils "Token Ten Measures" Policy With Substantial Financial Backing for the Emerging Data Economy

On September 24, the 2026 Token Going Global Innovation and Development Conference was held in Shantou, where the head of the Overseas Chinese Experimentation Zone delivered a promotional presentation on the token export industry and officially announced the "Token Ten Measures" policy.

Under the ten newly released policy measures, the Overseas Chinese Experimentation Zone will introduce a combined support toolkit comprising "Computing Power Vouchers" and "Token Vouchers," delivering a substantial welcome package to token export enterprises. The initiative includes issuing computing power vouchers for registered data centers, with monthly rent for dedicated racks (including electricity) at registered facilities potentially dropping below 520 yuan per kilowatt. The policy also supports enterprise development, iteration, and production deployment of AI toys, AI micro-dramas, and digital employee intelligent agents, with subsidies covering up to 40% of actual computing power costs.

Beyond these measures, the policy framework extends to industrial applications, financial support, and talent services, establishing a comprehensive full-lifecycle support system spanning "computing power supply—model development—scenario implementation—talent guarantee." Enterprises developing AI applications typically face two major hurdles: the upfront costs of racks, electricity, and computing power usage, and the ongoing research and development expenses from repeated model calls and continuous product iteration. The newly launched "Computing Power Vouchers" and "Token Vouchers" target these two stages respectively. The former enables eligible enterprises to utilize registered data centers and dedicated racks, cutting computing power deployment and operational expenses, while the latter supports applications such as AI toys, AI micro-dramas, and digital employee intelligent agents through development, iteration, and production rollout.

For small and medium-sized enterprises, the significance of such policies extends beyond one-time subsidies—they lower the barrier to experimentation, enabling an idea to move faster through model testing, product prototyping, and market validation. Taking AI toys as an example, companies must not only manufacture hardware but also address intelligent dialogue, content updates, multilingual services, and overseas user operations. AI micro-dramas require sustained use of video generation models alongside editing, dubbing, translation, and distribution support. Digital employees must integrate with enterprise knowledge bases and business systems, continuously optimizing performance in customer service, product selection, and operational scenarios. Every reduction in computing power costs increases the likelihood of products reaching the market.

From a holistic design perspective, the "Token Ten Measures" are not isolated support for individual projects but rather cover multiple layers of the token economy: the bottom layer supports computing power and industrial infrastructure, the middle layer backs products and applications, and the top layer fosters enterprise, technology, and talent growth—while also using financing and digital services export policies to help enterprises expand into overseas markets. Notably, the policy explores using token call volumes and model business operational data as credit enhancement basis, broadening financing channels for asset-light AI enterprises, demonstrating an innovative alignment between policy tools and new industry forms.

Token Ten Measures Policy Details

Measure 1: Encouraging Use of Cross-Border Intelligent Computing Racks

Enterprises are encouraged to use cross-border intelligent computing racks. Computing power companies operating in registered data centers within the "Data Processing in China" zone, using 10 kW or higher intelligent computing racks for token export business, will receive computing power vouchers at a standard rate of 13 yuan per day per rack.

Measure 2: Promoting Green Intelligent Computing Racks

The policy encourages enterprises to leverage Shantou's local natural resource advantages to develop new-type data center projects combining "wind, solar, hydro, hydrogen storage, and computing power" across multiple industries and scenarios. For key projects with green electricity usage of no less than 80% and comprehensive PUE no higher than 1.18, computing power vouchers will be issued to user enterprises at 13 yuan per day per standard rack, supporting the construction of data centers with traceable green power sources.

Measure 3: Actively Developing the Token Application Ecosystem

"Token Vouchers" will be issued to support enterprise development, iteration, and production deployment of AI toys, AI micro-dramas, and digital employee intelligent agents. Enterprises conducting related business using registered digital infrastructure in Shantou will receive "Token Vouchers" covering no more than 40% of actual computing power costs, with an annual cap of 1 million yuan per enterprise.

(1) AI Micro-drama Scenario: For AI micro-drama platform enterprises, "Token Vouchers" will be issued to cover actual computing power costs from large model calls, AIGC content production, multilingual translation, and final video generation.

(2) AI Toy Industry Chain: For enterprises across the entire AI toy chain—from research and development, production, to supporting interactive intelligent agent development—"Token Vouchers" will subsidize actual computing power costs incurred from built-in large models and overseas terminal voice interaction operations.

(3) Digital Employees: For cross-border e-commerce enterprises using digital employees, "Token Vouchers" will be issued for actual computing power costs from AI digital employee model calls in areas such as product selection, multilingual content generation, advertising placement, customer service, and order fulfillment.

Measure 4: Cultivating High-Quality Innovation and Entrepreneurship Teams for Overseas Expansion

Innovation teams settling in the Overseas Chinese Experimentation Zone to conduct token export business under the "Data Processing in China" policy will receive cash awards: 1 million yuan for first prize, 300,000 yuan for second prize, and 100,000 yuan for third prize.

Measure 5: Strengthening Space and Infrastructure Support

Enterprises are supported to settle in the Shantou Cross-Border Digital Economy Industrial Park. The policy includes OPC community certification and designation, providing space and infrastructure guarantees for certified communities.

Measure 6: Providing Innovative Financial Product Support

Eligible enterprises are supported to use token call volumes and model business operational data as credit enhancement basis, lawfully enjoying the "Token Loan" product services.

Measure 7: Supporting Construction of Technology Innovation Platforms

Token export enterprises are supported in applying for provincial or municipal engineering technology research centers, new R&D institutions, key laboratories, and other technology innovation platforms. First-time certified municipal-level or above engineering technology research centers will receive one-time construction funding subsidies: 20,000 yuan for municipal certification and 100,000 yuan for provincial certification. New R&D institutions certified at municipal level or above receive one-time startup funding: 300,000 yuan for municipal certification and 1 million yuan for provincial certification. Newly established key laboratories at municipal level or above receive one-time construction subsidies: 100,000 yuan for municipal certification and 1 million yuan for provincial certification.

Measure 8: Supporting Industry-Academia-Research Collaborative Innovation

Enterprises are supported in selecting "Deputy Chief Technology Officers" from universities and research institutes, recognizing leading scientific and technological innovation talents, and introducing high-level innovation teams.

Measure 9: Strengthening Talent Service Guarantees

High-level talent in the token industry are encouraged to apply for Shantou municipal talent housing. Those certified as Category A high-level talent may apply for exclusive talent housing with a building area not exceeding 200 square meters, with monthly rent set at 1 yuan per unit. Category B high-level talent may apply for talent housing not exceeding 120 square meters, with monthly rent charged at public housing rental standards (currently 2.34 yuan per square meter). Talent listed as urgently needed by the city may apply for housing not exceeding 90 square meters, also at public housing rental standards (currently 2.34 yuan per square meter). Talent housing can be leased for up to 6 years. Additionally, talent can access 42 "one-stop services" in the city, including household registration processing, housing security, and spousal employment, and may reside in the Shantou Cross-Border Digital Economy Industrial Park talent apartments and Shantou Talent Station as per regulations.

Measure 10: Promoting Development of Digital Services Trade

Qualified digital trade export enterprises, offshore service outsourcing enterprises, and technology export enterprises will be evaluated based on the smaller value between the amount approved by the Ministry of Commerce system and the reviewed and approved application amount (in USD), and after comprehensive assessment, will receive tiered support of up to 800,000 yuan.
