On May 21, Lanzhou convened a municipal Party committee special meeting to study and promote the high-quality development of commercial space and the low-altitude economy. Zhang Xiaoqiang, Member of the Provincial Party Committee Standing Committee and Secretary of the Lanzhou Municipal Party Committee, presided over the meeting and delivered remarks.
The meeting emphasized that to advance the high-quality development of commercial space, it is essential to enhance innovation-driven momentum, strengthen breakthroughs in key core technologies, and promote the efficient transformation and commercial application of scientific and technological achievements in the aerospace sector. Industrial development should be tailored to local conditions, focusing on the upstream, midstream, and downstream of the commercial space industry chain, strengthening the manufacturing of raw materials and core components, and deeply expanding commercial application scenarios. Efficient utilization of capacity resources is crucial, including forward-looking planning of key infrastructure and promoting the open sharing of scientific research and testing facilities and equipment. The meeting also highlighted the need to improve industry management services, innovate investment, financing, and industrial chain service models, and strengthen talent support and guarantees. Additionally, comprehensive safety supervision across the entire chain must be enhanced by establishing a full lifecycle product safety inspection system and improving safety oversight capabilities.
Regarding the promotion of high-quality development in the low-altitude economy, the meeting stressed the importance of building an industrial system for low-altitude aircraft, attracting and nurturing low-altitude economy enterprises, and improving the supply of low-altitude services. It called for the establishment of a low-altitude infrastructure system, including scientifically planning takeoff and landing facility networks, creating a low-altitude "digital foundation," and coordinating the layout of energy and information infrastructure. The meeting also emphasized the need to develop a system for low-altitude economic application scenarios, expanding the use of low-altitude public services, fostering new consumption formats such as low-altitude cultural tourism, and effectively leveraging the "low-altitude plus" concept. Furthermore, a low-altitude air traffic management system should be constructed by advancing the development of flight service platforms and improving airspace utilization efficiency. Lastly, a comprehensive safety supervision system across the entire chain must be established, strengthening source safety control and enhancing intelligent regulatory capabilities.
