Since the start of July, mid-year work conferences have been rolling out across various banks. Within a single week, more than ten institutions, including China Development Bank, Export-Import Bank of China, Agricultural Bank of China, Huaxia Bank, Ping An Bank, and Beijing Rural Commercial Bank, have convened their mid-year meetings.
Based on this, an analysis of second-half work directions will be drawn from selected representatives across different types of institutions that have already held meetings: policy banks like Agricultural Development Bank of China and China Development Bank; a major state-owned bank, Agricultural Bank of China; joint-stock banks such as Ping An and Huaxia; and a local legal entity, Beijing Rural Commercial Bank.
The year 2026 marks the start of the "15th Five-Year Plan" period. For this mid-year assessment in the opening year, the main themes of each institution are quite unified, generally revolving around the core financial work principles of "preventing risks, strengthening supervision, and promoting high-quality development." They are reviewing first-half operations and deploying key tasks for the second half.
Party building is frequently placed at the forefront of operational deployment, beginning with political construction before addressing business operations. China Development Bank proposed "deepening comprehensive and strict Party governance to drive comprehensive and strict governance of the bank." Agricultural Development Bank of China emphasized that "the stricter it gets, the stricter it must be going forward and upward." Agricultural Bank of China stated that "strengthening Party leadership and Party building is the fundamental guarantee for doing financial work well." Ping An Bank insisted on Party building leadership, and Beijing Rural Commercial Bank promoted the deep integration of Party building with business operations.
In terms of core business, all banks are continuously increasing their efforts to serve the real economy. Agricultural Development Bank of China closely aligns with national strategies for its role, continuously innovating its business models. China Development Bank maintains stable growth in credit supply, using policy-based financial tools to support infrastructure construction and implement relevant policy requirements. Agricultural Bank of China sets the tone to "seize structural growth opportunities within high-quality development," deepening its presence in county markets, persistently advancing rural revitalization, increasing investment in manufacturing upgrades and technological innovation, and orderly promoting key projects like urban renewal. Huaxia Bank focuses on the dual highlights of technology finance and green finance, deeply cultivating the Beijing market. Beijing Rural Commercial Bank anchors its "1255" strategy, advancing full-domain corporate finance, deepening customer management in retail finance, and accelerating the market-oriented transformation of financial markets.
Risk prevention and control is a key emphasis for many. China Development Bank and Agricultural Bank of China have identified preventing risks, strengthening supervision, and promoting high-quality development as core work directions for the second half. Regarding specific risk areas, Agricultural Bank of China focuses closely on three major risk areas: real estate, local government debt, and inclusive retail. China Development Bank, Agricultural Bank of China, and Beijing Rural Commercial Bank proposed proactively responding to external environmental fluctuations and preventing impacts from new types of risks. Ping An Bank emphasizes safeguarding the bottom line of risk, while Huaxia Bank stresses strictly adhering to compliance boundaries.
Simultaneously, a shared consensus is emerging: not to judge success solely by scale but to replace rapid expansion with quality-driven growth. Ping An Bank proposes returning to growth, positioning it as quality, sustainable growth that can withstand cyclical tests. Agricultural Bank of China, Huaxia Bank, and Beijing Rural Commercial Bank have incorporated quality improvement, cost reduction, and efficiency enhancement into their deployment. Agricultural Development Bank of China and China Development Bank highlight meticulous accounting and refined management.
Under the leadership of Party building, reform and digital-intelligent transformation have become operational leverage points, also representing a unified development direction across the conferences. China Development Bank has written "AI+ financial ecosystem construction" into its deepening reform tasks. Ping An Bank is advancing its AI transformation. Huaxia Bank emphasizes strengthening its digital foundation and promoting digital upgrades in operational management. Beijing Rural Commercial Bank is accelerating digital-intelligent construction, and Agricultural Bank of China is promoting the construction of a smart bank.
