As a city of the future carrying a millennium plan and a national cause, Xiong'an New Area has anchored its positioning toward high-end and high-tech industries with a high starting point since the very beginning of its construction. Today, wave after wave of bold and enterprising innovative enterprises are taking root in Xiong'an, hardcore technologies keep emerging, and future industries are growing vigorously on this fertile ground.
"What artificial intelligence companies need most is talent, scenarios, and ecosystem, and Xiong'an has all of these," said Shao Tianlan, founder of Mech-Mind (Xiong'an) Robot Technology Co., Ltd., which listed on the Hong Kong Stock Exchange on September 1. This is the first embodied intelligence enterprise in Xiong'an New Area to be cultivated and mentored entirely within the area and to land on an overseas capital market. In April 2021, China Satellite Network Group Co., Ltd. (hereinafter referred to as "China SatNet") was established, becoming the first central state-owned enterprise registered and headquartered in Xiong'an New Area. Driven by China SatNet, supporting enterprises such as Xinlian New Technology have flocked in, and the inter-satellite laser communication module it developed has reached eight times the bandwidth of the previous generation, providing key hardware support for the construction of satellite internet constellations. In 2025, Hongqing Technology moved from Beijing to Xiong'an, achieving the first "Xiong'an-made" satellite, "Xiong'an No. 1," which was registered, built, put into production, and rolled off the line in the same year, and successfully launched this year. Up to now, the first batch of three relocated central state-owned enterprise headquarters have moved in and begun operations, more than 400 branches of central state-owned enterprises and more than 4,000 Beijing-origin enterprises have established a presence, and the advantages of relocation are accelerating into innovation advantages.
Original technologies from Beijing universities are moving out of laboratories and landing in Xiong'an. In the field of new materials, the industrial key technology research and development center of Beihang University's National Engineering Laboratory for Additive Manufacturing of Large Metal Components, along with its achievement transformation platform Beijing Yuding Additive Manufacturing Research Institute Co., Ltd., landed in Xiong'an ahead of the university's relocation. "Xiong'an New Area has policies supporting technological innovation and a sound atmosphere for entrepreneurship and innovation, and landing in Xiong'an has brought the company entirely new development opportunities," said Yin Haifeng, deputy general manager of the company.
Clusters take shape: three landmark industries keep growing
The "Xiong'an New Area Action Plan for Promoting Future Industry Development" issued in December 2024 proposed taking the lead in cultivating three landmark future industries—aerospace information and satellite internet, artificial intelligence, and new materials—and making forward-looking arrangements in three new growth areas: life sciences, future energy, and future industry science and technology services. In August, the self-developed "Xiong'an No. 1" satellite of Hongqing Technology was successfully launched aboard the Zhuque-3 Y2 carrier rocket. This satellite targets the trend toward mass production brought by the large-scale construction of global low-orbit constellations, and from core standalone units to the entire satellite system, everything is designed around "mass production." At present, relying on China SatNet and the China Aerospace Information and Satellite Internet Innovation Alliance, Xiong'an has gathered nearly 70 enterprises in the aerospace information field, built a satellite shared intelligent manufacturing center and a satellite shared testing center, and its total industrial output value has exceeded 1 billion yuan. Turning to the artificial intelligence industry. In the Xiong'an Artificial Intelligence Industrial Park, "upstairs and downstairs are upstream and downstream," and nearly 100 enterprises gathered there in just one year. Different from the transformation model of "AI + traditional industries" in most cities, Xiong'an embeds artificial intelligence into the city's digital foundation, using the entire city as an AI technology testing ground. Scenarios such as smart construction sites, underground space navigation, and urban governance continue to open up, achieving two-way empowerment between technology research and development and scenario implementation. The "Jishu" large data model jointly developed by Wenzhun Intelligent and Tsinghua University has been verified in more than 60 real scenarios and has compressed the model delivery cycle from two months to within one day. Xiong'an's new materials industry has already gathered a group of academician teams and national-level innovation platforms, with layouts in multiple tracks such as high-performance metal additive manufacturing, ultra-high-purity crystal materials, and biomedical materials. Projects such as Yuding Additive and Northern Zhongheng have already gone into production, and the Shijing Optoelectronics project has received support from a national science and technology major project, building a complete chain from basic research and development, pilot-scale amplification, to industrialization. In the production workshop of Beijing Ruifang Qingxin Medical Technology Co., Ltd., a new biomedical material product—a polymer artificial heart valve with a thickness of only 0.1 millimeters—is about to enter the clinical trial stage. The three landmark industries each have their own focus yet are mutually coordinated: metal components produced by new materials are used in satellite manufacturing, artificial intelligence large models serve new materials research and development, and data collected by aerospace information is handed over to AI for analysis and application. The innovation chain and industrial chain are deeply intertwined, shaping Xiong'an's unique competitive advantage in future industries.
Scenario empowerment: cutting-edge technologies land in the city of the future
Scenarios are the core link connecting technology and industry and bridging research and development with the market, and they are also the carrier for the implementation and iterative upgrading of technological innovation. Xiong'an New Area uses the "Future City Scene Expo" as its signature IP, allowing cutting-edge technologies such as life sciences, future energy, and future industry science and technology services to be refined and iterated in a real urban environment, creating a gathering place for "future scenarios." Focusing on the field of people's livelihood and health, Xiong'an relies on the Scene Expo to implement smart medical innovation applications, bringing cutting-edge medical technology benefits to the people. In the smart medical exhibition area of the Xiong'an Future City Scene Expo, visitors take a photo facing the camera, breathe out, and let a pulse detector take their pulse. A few minutes later, a physical constitution report and conditioning suggestions are delivered to their hands—this is a traditional Chinese medicine AI-assisted diagnostic device developed by Hebei University of Chinese Medicine, which attracted attention from many medical institutions after its debut. In the field of green and low-carbon development, the third Xiong'an Future City Scene Expo specifically set up the "Xiong'an International Green Energy Technology Application Competition," with three tracks: advanced green energy manufacturing, station construction and operation, and comprehensive urban energy applications. The participating proposals focused on key scenarios such as energy storage, hydrogen energy, photovoltaic-storage-direct-flexible systems, and virtual power plants, demonstrating strong AI scheduling and energy management capabilities. Multi-domain and all-round scenario opening and innovation empowerment have made the Future City Scene Expo a high-quality platform for two-way connection and deep integration between cutting-edge technologies and application scenarios. Up to now, the three editions of the Future City Scene Expo have cumulatively launched and implemented more than 220 scenario projects, of which 85 have been completed and 110 are under construction. A batch of technological achievements discovered, verified, and matched in Xiong'an are extending to application scenarios and industrial space in Hebei and even across the country. At the same time, Xiong'an is deeply cultivating future industry science and technology service scenarios, precisely opening up the "last mile" of scientific and technological achievement transformation. In response to the difficulties faced by future industry enterprises, such as high research and development investment and expensive pilot testing costs, the Xiong'an Science and Technology Innovation Center Pilot Test Base provides standardized factory buildings and shared large-scale scientific research equipment, and builds a batch of public testing and shared manufacturing platforms, allowing small and medium-sized enterprises to complete product research and development verification without building expensive large-scale equipment themselves. "From factory renovation to procedural handling, the new area provided full-process support. We completed factory renovation in four months and quickly put it into production," said Chen Wei, chairman of Xinlian New (Hebei Xiong'an) Technology Co., Ltd. The pilot test base operation team has always practiced the service philosophy of "enterprise matters have solutions, pilot testing is worry-free" in its work, realizing a full-cycle precise service system for rapid handling of enterprise demands and precise matching of industrial resources, and continuously consolidating the service foundation for the development of high-end and high-tech industries.
