Changsha's Manufacturing Sector Soars During 14th Five-Year Plan with 8% Annual Growth in Industrial Value-Added and Dual Breakthroughs in Trillion-Yuan Industries & Industrial Parks

During the 14th Five-Year Plan period, Changsha's industrial value-added output grew at an average annual rate of 8%, with a notable 9.6% increase in 2024. The city has successfully established six trillion-yuan-level manufacturing industries: engineering machinery, food & tobacco, automotive & components, new materials, electronics & information, and advanced energy storage materials.

Over the past five years, Changsha has cultivated five trillion-yuan industrial enterprises and 21 billion-yuan industrial enterprises—an increase of 12 compared to the end of the 13th Five-Year Plan. The city now boasts 243 national-level "little giant" specialized and innovative SMEs, while the number of national manufacturing single champions surged from 12 to 42. Currently, Changsha hosts three national advanced manufacturing clusters and three national SME specialty industrial clusters. Notably, the Changsha Engineering Machinery Cluster has been selected as one of three global advanced manufacturing cluster pilot models by the Ministry of Industry and Information Technology (MIIT).

Changsha's ranking among China's top 100 advanced manufacturing cities climbed from 10th to 5th, while its SME development environment ranking jumped from 11th to 5th. The city has secured multiple national-level pilot programs, including SME digital transformation, new-type technological upgrades, "vehicle-road-cloud integration" applications, and BeiDou large-scale adoption.

**Pioneering Achievements Across Sectors** Modern agriculture and food processing industries in Changsha have achieved breakthroughs through technological innovation. For instance, the hybrid rice variety "Liliangyou 8022" set a new global yield record, while "Xiangyou 15" became China's first high-quality, disease-resistant rapeseed variety. Ausnutria Dairy's goat milk powder leads global market share.

Key industries like engineering machinery, advanced energy storage, and new energy vehicles are expanding internationally. Changsha produces 20 major categories and over 10,000 models of engineering machinery, covering 85% of domestic varieties. Companies like Sany Heavy Industry, Zoomlion, China Railway Construction Heavy Industry, Sunward Intelligent, and XCMG Intelligent have been listed among the "Global Top 50 Construction Machinery Manufacturers" for four consecutive years. The city also leads in global market share for cathode materials like ternary precursors and lithium iron phosphate.

Changsha launched China's first "XPlaza Open-Source Innovation Hub," creating a replicable model for domestic tech innovation. The world's first compressed-air energy storage underground lab was established in Changsha, while Hunan Changchu's sulfur-iron flow battery project has achieved grid-connected stable operation with internationally leading performance. Sinocare introduced the industry's first liquid-phase single-test product, capable of detecting nearly 100 indicators for common and chronic diseases.

Emerging fields like AI, quantum tech, and genetic engineering are transitioning from labs to markets. Hunan Chaoneng's "Embodied Intelligent Health Companion Humanoid Robot" was listed among MIIT's exemplary future industry innovation cases. On November 26, the Hunan Embodied Intelligence Innovation Center—the province's first such platform—was inaugurated. The "quantum precision ruler," a laser cavity frequency stabilizer, broke foreign monopolies and filled gaps in China's high-end laser market.

**Five Trillion-Yuan Industrial Parks** Changsha now hosts two 300-billion-yuan parks and five trillion-yuan parks, each specializing in distinct sectors: - **Xiangjiang New Area (Changsha High-Tech Zone)**: Advanced equipment manufacturing, computing & IT, and new energy. - **Changsha Economic & Tech Zone**: Engineering machinery and automotive components. - **Wangcheng Economic Zone**: Smart devices, food & pharmaceuticals. - **Ningxiang Economic Zone**: Advanced energy storage materials, smart appliances, and medical devices. - **Liuyang Economic Zone**: Electronics, biopharma. - **Changsha Free Trade & Airport Zone**: Aviation-linked industries and modern services.

Changsha High-Tech Zone has ranked among China's top 20 high-quality development parks for five years, while Changsha Economic & Tech Zone consistently placed in the top 50. Ningxiang and Liuyang zones were listed among China's top 100 advanced manufacturing parks in 2024–2025, with Liuyang and Wangcheng zones making the top 100 biopharma parks. Yuhua and Jinxia zones have entered the trillion-yuan park tier.
