Gansu Province Implements Agricultural Product Quality and Safety Compliance Certificate System

Gansu Province is actively advancing the implementation of the Agricultural Product Quality and Safety Compliance Certificate System to strengthen quality control across the agricultural sector. Following the release of the national management measures, the provincial Department of Agriculture and Rural Affairs has taken prompt action by issuing detailed implementation guidelines. These guidelines integrate the certificate system with quality supervision, brand development, and traceability mechanisms, clearly defining responsibilities and timelines.

A comprehensive training program was conducted via video conference, attracting over 500 participants including regulators and agricultural producers. The sessions focused on key regulations, certificate issuance procedures, and legal requirements, establishing a coordinated implementation framework from provincial to township levels. More than 80,000 educational materials have been distributed to guide producers in proper certification and encourage consumers to request compliance documents.

Technological upgrades have been made to the provincial quality traceability platform and dedicated mobile application. Enhancements include expanded certificate issuance modules, standardized commitment mechanisms, and full-chain data synchronization enabling end-to-end traceability. User-friendly operation guides ensure all agricultural operators can correctly issue compliance certificates.

Local authorities have adopted diverse outreach strategies combining online and offline channels. Jiujuan City organized training for 2,000 participants while Lanzhou conducted nine field exercises reaching 1,200 stakeholders. Wuwei City developed visual aids to assist nearly 500 agricultural entities in proper certification practices.

A three-tier supervision system has been established to monitor implementation progress, with regular evaluations incorporated into annual performance assessments. Problem identification and resolution mechanisms ensure continuous system improvement. Future efforts will focus on expanding coverage and strengthening quality control through the integrated "certificate + traceability + quality" model, safeguarding food safety and supporting rural modernization.
