At this juncture between summer and autumn, with pleasant weather, it is an ideal window for infrastructure construction, industrial project implementation, and investment expansion and quality improvement. Seizing this prime season means grasping the key link for the year's economic development. Missing this window could significantly undermine the plans made at the start of the year and the groundwork laid in the first half. The entire province must seize this favorable period, lock onto targets, and strive forward with added pressure. We must vigorously accelerate project implementation, unite our efforts to boost the economy, and make an all-out sprint to achieve the annual economic and social development targets, striving to accelerate high-quality development.

Since the start of the year, the provincial economy has been advancing under pressure while maintaining overall stability. Meanwhile, many positive factors are accumulating, reflected in the rapid growth of new growth drivers. The manufacturing sector for railways, ships, aerospace, and other transport equipment grew by 43.5% year-on-year, 30.9 percentage points higher than the national average. The production growth rates for new energy vehicles and integrated circuits were 28.8 and 17.4 percentage points higher than the national average, respectively. In just six core game days of the second "Northeast Super" event, related consumer spending was boosted by nearly 7.6 billion yuan. Development vitality is steadily increasing, with the provincial economic development zones showing initial results from their "streamlining and strengthening" efforts. Industrial electricity consumption growth rates continue to recover, and cross-border e-commerce import and export volumes surged by 60%. The provincial business environment has significantly improved, with nearly 330,000 new business entities added in the first half of the year, and a large number of well-known domestic and international enterprises coming to Liaoning for investment and negotiation. People's livelihoods continue to improve, with the per capita disposable income of provincial residents reaching 22,278 yuan, a year-on-year increase of 4.4%. Specifically, urban residents' per capita disposable income grew by 3.7%, while rural residents' per capita disposable income increased by 6.0%, showing more coordinated urban and rural development.

After the groundwork laid in the first half of the year, a batch of major industrial projects, livelihood projects, and infrastructure projects have complete procedures and necessary elements in place, providing the basic conditions for comprehensive acceleration and full-speed advancement. We must adopt a sense of urgency that "time waits for no one" and a sense of responsibility that "we are always concerned and must never slacken." We need to make up for lost time, catch up on progress, and generate additional output. For ongoing projects, we must closely monitor construction milestones, refine the construction process, and make every effort to rush the schedule, increase speed, and ensure quality, driving industrial projects to complete early, commence production early, and yield results early. For new projects, we must further strengthen factor guarantees, speed up approval services, and resolve bottlenecks related to land, capital, and labor to facilitate project commencement. For reserve projects, we must precisely align with policy directions and closely follow industry trends, deeply cultivate industrial chain investment attraction and targeted capital introduction, and continuously reserve a batch of high-quality projects that lay a solid foundation, benefit the long term, and enhance future momentum, thereby continuously injecting fresh momentum into economic growth.

All-out economic growth hinges on optimizing services, strengthening work style, and strictly implementing tasks. "Going all out for the economy" is not just a slogan but a tangible campaign requiring tough actions and hard work. The enlarged meeting of the Standing Committee of the Provincial Party Committee emphasized continuing to prioritize optimizing the business environment as a top priority, deepening the work of leading cadres connecting with enterprises, making every effort to pay off overdue debts owed to enterprises, and providing solid assistance to help enterprises overcome difficulties. Departments at all levels must take the initiative, provide precise support, go down to the front lines of projects and enterprises, resolve construction bottlenecks and development challenges point by point, and wholeheartedly ensure factor supply, policy implementation, and supporting services, ensuring unimpeded project construction and worry-free enterprise development. We must foster a "one game board" mindset, strengthen coordination and collaboration, and consolidate work responsibilities, eliminating buck-passing and slacking off. We must use a rigorous work style to unblock all links in project promotion and industrial development. We should use the "excellence" of the business environment to promote the "progress" of project construction and exchange the "speed" of service efficiency for the "stability" of enterprise development, so that more good projects can be attracted, established, and built quickly.

Opportunities are only opportunities if seized; otherwise, they become challenges. The third quarter is a crucial leg in the first year of the "15th Five-Year Plan."
