China sanctions 14 EU entities in response to European bloc's listing of Chinese firms on Russia-related measures

The Chinese Ministry of Commerce has announced the inclusion of 14 EU entities on an export control list, a direct response to the European Union's sanctions against Chinese companies. This action aims to safeguard national security and interests.

On the evening of July 23, Beijing time, the EU officially released its 21st round of sanctions targeting Russia, which included 14 companies from China's mainland and Hong Kong on its blacklist. In retaliation for this "vile act," China has decided to add 14 EU entities, including Rafat Group, to its export control list.

According to the Export Control Law of the People's Republic of China and the Regulations on the Export Control of Dual-Use Items, Chinese exporters are now prohibited from supplying dual-use items to these listed entities. Additionally, any overseas organizations or individuals are forbidden from transferring or providing dual-use items originating from China to these entities. This measure is described as upholding international obligations, including non-proliferation commitments.

The spokesperson for the Ministry of Commerce made these remarks in response to a reporter's inquiry on July 24, 2026, clarifying the government's rationale behind the decision. The announcement underscores the escalating tensions between China and the EU over trade and security policies.
