Freetech Road Recycling Technology (Holdings) Limited (“Freetech”) has published its 2025 Environmental, Social and Governance Report, detailing a stronger governance framework, fresh medium-term targets and materially lower environmental footprints across core operations in asphalt pavement maintenance and equipment manufacturing.
The Board-level ESG Committee—comprising an executive director, chief financial officer and operations manager—now formally oversees strategy, risk and performance, and will provide follow-up action plans on any target shortfalls.
Environmental metrics show notable progress: total greenhouse-gas emissions (Scope 1+2) fell to 4,806.06 tonnes CO₂e, down 33.8% year on year, driven by lower diesel, petrol and LPG consumption and tighter emission-control measures across construction sites. Nitrogen-oxide discharges dropped 39.3% to 170.37 kg, while sulphur-oxide output declined 33.3% to 1.06 kg. Energy use per HK$1 million of revenue eased to 149,200.27 kWh from 164,779.73 kWh, and water consumption shrank 70.7% to 15,913.63 m³ as large-scale demonstration projects requiring heavy water usage were curtailed.
Building on these gains, Freetech has set a group-wide goal to trim GHG-emission intensity by 5% and hazardous- and non-hazardous-waste intensity by 10% over the five-year period beginning 2025. The company will extend energy-saving practices—such as stricter vehicle use, expanded online meetings and optimised procurement—to all sites, and reinforce recycling of scrap metal, batteries and industrial waste through certified contractors.
Freetech’s hot-in-place recycling technology remains central to its decarbonisation efforts. Compared with traditional road-maintenance methods, the process reduces energy use by 40%, cuts dust by 96% and lowers CO₂, SO₂ and NOx emissions by 44%, 83% and 51% respectively, according to PRC industry data referenced in the report.
On the social front, the workforce stood at 275 employees, with an 8.36% turnover rate. Training reached 73.45% of staff, averaging 6.25 hours per employee, and no work-related fatalities were recorded during the year. Fewer than 10 work-related injuries occurred over the past three years; lost-day cases fell to one in 2025. Both principal subsidiaries hold ISO 45001 occupational health and safety certification through 2027.
Supply-chain oversight covers roughly 800 tier-1 suppliers, all assessed under ISO 9001-aligned “Supplier Selection and Control Procedures” that include environmental and social criteria. No product recalls or customer complaints were reported in 2025, and the group retained ISO 9001 quality certification. Anti-corruption protocols are embedded in the “Employee Code of Conduct and Assessment Measures,” with whistle-blowing channels reporting directly to senior management; no investigations or convictions occurred during the year.
Freetech has begun mapping physical and transition climate risks, outlining crisis-management plans for extreme weather and monitoring regulatory developments tied to China’s “Dual Carbon” agenda. While scenario analysis is not yet in place, the Board will review adoption feasibility as data capabilities mature.
Community contributions totalled HK$0.31 million, primarily in scholarships and local association support. The Hong Kong headquarters also secured the “Green Office and Eco-Healthy Workplace” label from the World Green Organisation.
By combining technological advantages with stepped-up governance and measurable targets, Freetech positions its road-maintenance platform to advance China’s low-carbon infrastructure goals while strengthening operational resilience.
