Changsha Evening News, Zhangshang Changsha, October 28 (Reported by Tang Chaozhao, all-media reporter). On the 28th, Chen Bozhang, Deputy Secretary of the Municipal Party Committee and Mayor, chaired a symposium on the development of the aerospace and BeiDou industry chain. The meeting conducted an in-depth analysis of the development situation, took stock of available resources, mapped out a feasible development path, and worked to accelerate the upgrading and leapfrog development of the industrial chain, so as to inject new momentum into Changsha's high-quality development. Zhong Ronghua, Deputy General Manager of Caixin Financial Holdings, attended, along with municipal leaders Zhou Chunhui and Tong Laisheng, and Feng Saijun, Secretary-General of the Municipal Government.

The meeting heard a report on the city's overall development of the aerospace and BeiDou industry chain. Industry experts and representatives of enterprise leaders, grounding their views in Changsha's actual conditions and combining the current state of the industry with frontier trends, put forward opinions and suggestions.

Chen Bozhang took careful notes and responded to each speaker one by one. He asked the industry chain office and all relevant departments to thoroughly sort through the suggestions item by item, break down tasks with clear details, serve enterprises with dedication and care, and turn this valuable set of opinions and suggestions into concrete measures for improving the quality and efficiency of the industrial chain's development.

Chen Bozhang pointed out that the aerospace and BeiDou industries are a strategic high ground in competition among major powers and also a new growth pole for Changsha's high-quality development. It is necessary to uphold the working concept of "connectivity, coordination, and closed-loop operation." Proceeding from the actual needs of industries, enterprises, and expert talent, we should coordinate efforts in scientific and technological innovation, industrial upgrading, and the "dual recruitment and dual introduction" of investment and talent, and accelerate the building of a modern industrial system led by chain leaders, supported by coordinated suppliers, and jointly built through ecological development.

Service guarantees should be strengthened by enhancing full-cycle services for enterprises, stimulating their development vitality, and fully supporting enterprises in the chain to grow larger and stronger. Scenario supply should be expanded by accelerating the cultivation and opening of application scenarios across the whole of Changsha, promoting the industry's rapid leap from pilot demonstrations to large-scale application, and forming a clear path of "technological breakthrough, scenario verification, industrial application, and system upgrading."

A regular matchmaking mechanism should be established. Relying on Changsha's strengths in science and education resources, we should give full play to the role of dedicated teams, align what enterprises need with what universities can offer, tackle key core technical challenges, open up the "last mile" of achievement transformation, and promote deep integration of technological innovation and industrial innovation.

The policy toolbox should be enriched by deepening coordination among science and technology, industry, fiscal, financial, and talent policies, activating the superimposed effects of policies, and effectively improving development efficiency. Financial support should be solidified by making coordinated use of industrial funds at the provincial, municipal, and county levels, improving the mechanism for state-owned capital to lead investment, landing industrial sub-funds, and promoting the cyclical empowerment of fiscal funds.

We should balance the present and the long term, seize the windows of opportunity in policy, markets, and technology, and, with a sense of urgency that cannot wait, a sense of responsibility that cannot sit still, and a sense of crisis that cannot afford delay, move faster to turn technology into products, spread products into scenarios, and cultivate scenarios into industries, so as to firmly grasp the initiative in the new round of competition.
