Brendan Pederson has characterized this as the most significant political setback for the crypto industry in the past two years, with the root cause being traditional financial forces gaining the upper hand in lobbying efforts, completely disrupting the legislative timeline.

Grassroots resistance has become the core variable hindering the bill's progress. Just before the August recess, a subtle shift occurred as four regional bank officials directly intervened in lobbying, urging Republican senators to slow down the process. Brad Bolton, CEO of Community Spirit Bank based in Alabama, noted that it was not executives from large banks, but rather lesser-known regional bank officials who directly presented the bill's potential impact to lawmakers. This grassroots mobilization strategy effectively struck a nerve with Republican senators, making it impossible to complete the vote before the recess.
