Lianyungang Haizhou: 16 Projects Approved for Municipal-Level Funding, Accelerating Sci-Tech Innovation

Recently, the Lianyungang Science and Technology Bureau announced the list of approved projects for the 2025 Science and Technology Plan, with 16 projects from Haizhou District making the cut. These projects span key sectors such as electronics, new energy, and intelligent manufacturing, showcasing the region's strong innovation capabilities and injecting momentum into high-quality industrial cluster development.

Among the approved projects, Jiangsu Bestzyme Bio-Technology Co., Ltd.'s "Development and Industrialization of Gene Synthesis Tool Enzymes" was selected for the city's "Achievement Transformation Program." The company specializes in synthetic biology molecular tool enzyme R&D and has established a leading domestic cell-free protein synthesis and toxic protein recombinant expression platform. It pioneered large-scale production of restriction enzymes, breaking a 40-year foreign monopoly and securing a top-three market share in its niche.

Dr. Zhang Xuning, R&D Director at Bestzyme, stated, "The project plans an additional investment of 10 million yuan, leveraging AI models and cell-free high-throughput screening to develop over 60 new enzyme products. We aim to achieve stable mass production of 200+ enzymes, filling gaps in China’s high-end enzyme market and becoming Asia’s largest gene tool enzyme supplier."

The Science and Technology Plan is a key initiative to drive corporate innovation and technological advancement. In 2025, Haizhou District intensified its innovation-driven strategy, prioritizing projects to enhance independent R&D and foster new productive forces. Efforts include optimizing the innovation ecosystem, improving services, facilitating commercialization, and strengthening government-enterprise collaboration.

**Leading Enterprises Tackle Core Technologies** Haizhou supports major firms like Chia Tai Tianqing and Yingyou Textile Machinery in addressing national strategic needs and overcoming technical bottlenecks. Over three years, these companies secured 56 municipal-level projects with over 12 million yuan in funding. In 2024, Haizhou claimed 10 provincial science awards, while Sunrain earned the national manufacturing "champion" title. The district now hosts four such champions—the most in the city—alongside 640 tech SMEs, two provincial gazelle firms, and 21 private sci-tech enterprises.

**University-Industry Collaboration** Through initiatives like the "Double-High Synergy" pilot, Haizhou built a dynamic database of corporate tech needs and partnered with Shanghai Jiao Tong University and Shandong University for 67 industry-academia events, yielding 184 collaborations and 52 provincial projects. Talent programs attracted 100+ experts, including 22 innovation leaders and 84 "tech deputies."

**Competitions Spur Innovation** Haizhou hosted over 20 events, including DeepSeek seminars and financing matchmaking, with five teams advancing to municipal startup finals. Peking University’s Graphene Cryo-EM Grid team won top honors for their breakthrough in graphene-based protein analysis, setting global records.

**Policy Support for Growth** The district implemented policies like the *Haizhou Sci-Tech Innovation Action Plan*, establishing a tiered enterprise cultivation system. Training sessions covered high-tech certification and project applications, while financing support helped 40 SMEs secure 157 million yuan in loans.

Moving forward, Haizhou will deepen innovation efforts in pharmaceuticals and advanced materials, expanding project pipelines and accelerating commercialization to fuel regional sci-tech progress.
