China Adjusts Export Controls on Unmanned Aerial Vehicle-Related Items

Deep News10-19 20:10

China has optimized and adjusted its export control measures on unmanned aerial vehicle-related items, with the new rules set to take effect on November 18.

The Ministry of Commerce, together with the General Administration of Customs and the Equipment Development Department of the Central Military Commission, jointly issued an announcement on October 19 regarding the optimization and adjustment of export control measures on drone-related items. The measures will be formally implemented starting November 18.

A spokesperson for the Ministry of Commerce stated that the drone-related items involved in these measures possess clear dual-use characteristics for both military and civilian purposes. China has optimized and adjusted the relevant measures in accordance with laws and regulations, with the aim of safeguarding national security and interests and fulfilling international obligations such as non-proliferation. At the same time, China is committed to maintaining the security and stability of global industrial and supply chains. Export license applications will be reviewed in accordance with laws and regulations, and applications that meet the requirements will be approved.

The spokesperson noted that dynamically adjusting export control measures is a common international practice. In recent years, the global drone industry and technology have developed rapidly, and some products that were previously advanced have now become mass consumer goods. In the process of implementing export control measures, China has actively listened to opinions and suggestions from all parties and, after careful assessment, has promptly optimized and adjusted the relevant measures. This optimization and adjustment of drone export control measures is based on the latest industry and technological developments reflected by the industry. It fully demonstrates China's firm opposition to the illegal use of drones for non-peaceful purposes, while firmly supporting Chinese enterprises in conducting international trade and cooperation in the civilian drone sector.

The spokesperson also stated that China is willing to engage in communication and dialogue with relevant parties on export control policies and practices through bilateral export control dialogue and exchange mechanisms, while listening to various opinions and suggestions from all sides. China will further earnestly fulfill international obligations such as non-proliferation and actively promote and facilitate compliant trade.

Between October 20 and 22, by the banks of Shanghai's Huangpu River, the 2026 Sustainable Global Leaders Conference will return once again. Nobel Prize and Turing Award winners will take the stage to discuss the future and trends of technology, and the internet-famous professor who "rescues" people from anxiety and involution-era pressures, Macfarlane, will hold a live dialogue with Xiang Biao.
