Jiangsu's Heavy Cargo Transportation Demonstrates Smart Innovation

Wind turbine blades stretching over a hundred meters, converter transformers weighing hundreds of tons, liquid nitrogen storage tanks with volumes exceeding a thousand cubic meters... Transporting these diverse "heavyweights" requires the logistics industry's "special forces" - heavy cargo transportation services.

Behind the nationwide cross-provincial heavy cargo transport permit approval system, which features unified acceptance and centralized feedback from origin points and parallel approval processes across transit provinces, lie countless key links for cost reduction and efficiency improvement.

In Jiangsu, 14 national-level advanced manufacturing clusters and 16 provincial-level advanced manufacturing clusters generate substantial demand for heavy cargo transportation. Many of these large cargo items serve as crucial support for national energy, transportation, water conservancy, aerospace infrastructure, and other "major national projects."

Jiangsu's heavy cargo transport approval volume has experienced exponential growth, rising from 2,000 cases in 2018 to 312,000 cases in 2024. Simultaneously, enterprises have continuously enhanced their satisfaction with heavy cargo transport permits. Innovative measures such as intelligent route selection with "immediate application and processing," smart approval with "instant approval and processing," and "daily available" approval services have unleashed powerful service efficiency, facilitating smoother heavy cargo transportation and accelerating manufacturing industry development.

**Intelligent Route Selection Comparable to Mobile Navigation**

Heavy cargo transport applications first require route planning. "Previously, our carrier companies needed to conduct on-site route surveys in advance before submitting applications to transportation authorities. Sometimes poorly planned routes would be rejected, requiring reapplication. The longest process took us six round trips," recalled Jin Jian, an employee at Nanjing Jinpu Ligui Railway Vehicle Equipment Co., Ltd. "Everything changed with the intelligent platform!"

On June 1st, China's first fully intelligent heavy cargo transport approval process module went online on Jiangsu's integrated government service platform's heavy cargo permit approval system. This module incorporates high-precision electronic maps and highway infrastructure databases covering the entire province. Provincial heavy cargo transport applicants need only provide departure points, destinations, total vehicle-cargo weight, and external dimensions for the system to generate feasible routes.

Notably, by late August, cross-provincial heavy cargo transportation originating from Jiangsu can also utilize Jiangsu's intelligent route selection functionality.

"Just like mobile navigation, it automatically provides three route options: 'highway priority,' 'most cost-effective,' and 'most frequently used.' If you want to modify a section, simply add waypoints with mouse clicks for route recalculation - extremely convenient!" Jin Jian praised the intelligent route selection feature enthusiastically.

During the application process, this module can automatically correlate basic data and generate complete forms. After submitting applications through intelligent route selection and smart form filling, the intelligent module simultaneously completes safety evaluations and directly proceeds to smart approval stages.

Over 90% of Jiangsu's annual 100,000+ provincial heavy cargo transport permits can achieve approval within one minute.

Take Xuzhou Construction Machinery Group (XCMG), China's largest construction machinery manufacturer, as an example. The company annually transports over 5,000 pieces of construction equipment via highways, with over 2,000 pieces within the province. Following smart approval implementation, permit issuance time shortened from two working days to immediate certification, saving XCMG approximately 10 million yuan annually in storage costs.

CRRC Nanjing Puzhen Rolling Stock Co., Ltd. has approximately 1,000 shipments of high-speed rail and subway cars annually. Previously, during approval waiting periods, logistics companies' vehicles had to remain on standby. If daily approval wasn't achieved, companies paid 1,000 yuan daily standby fees per vehicle.

"With smart approval now, heavy cargo achieves same-day shipping, completely eliminating concerns about insufficient storage space affecting production schedules, resolving our operational worries," stated Ou Minggen, Production Manager at CRRC Nanjing Puzhen Rolling Stock Co., Ltd. "Improved transport efficiency has enhanced our company's reputation."

**"Daily Available" Approval Services**

"With dedicated liaison officers now, on-site inspections are much more convenient, completing within one day. For trading companies like ours, saving one day means products reach Shanghai Port one day earlier for maritime export," said Yan Qing from Maiande Group Co., Ltd.'s Integrated Planning Department. The company provides production equipment for many renowned domestic brands and global "Big Four" grain traders, with some equipment classified as Class III heavy cargo requiring on-site inspections.

For such permits, Jiangsu Transportation proactively established "one-to-one" liaison officer mechanisms with source enterprises, implementing new enforcement work models of "same-day acceptance and dispatch, same-day inspection contact, same-day verification and reporting," achieving heavy cargo transport permit inspections within one working day and reducing average processing time by over 50%.

To help enterprises save time, Jiangsu's transportation authorities introduced a "credit + commitment + batch" model, allowing creditworthy key enterprises to apply for comprehensive approval of initial similar heavy cargo items, with subsequent batches undergoing remote review. In the first half of this year, Jiangsu processed over 7,300 batch permits.

Additionally, approval service hours shifted from "weekday exclusive" to "full-time online." As of August 20th, non-working day completions totaled 8,726 cases, representing 17.1% of provincial completions.

A transformer weighing hundreds of tons transported from Jiangsu to Xinjiang across 4,000 kilometers requires application completion time determined by the province or region with the longest approval duration. Therefore, cross-provincial heavy cargo transport permits require synchronized digital upgrades across regions, optimized approval processes, and collaborative efficiency improvements for overall logistics enhancement.

Many logistics enterprises engaged in heavy cargo transportation express hopes for replicating and expanding Jiangsu's smart approval model throughout the Yangtze River Delta region and nationwide. The Yangtze River Delta's complementary industrial cluster resources could establish unified intelligent route selection and smart approval systems, creating specialized customized services and reducing cross-provincial transport times.

Long-term, this will effectively facilitate unified, open transportation market construction, promote high-quality manufacturing and foreign trade development, and serve new development pattern construction.
