Linyi Unveils Three-Year Plan to Drive Advanced Manufacturing with AI, Aiming to Become a Provincial Application Hub

Deep News10-30 17:20

On October 30, 2026, the Information Office of the Linyi Municipal People's Government held the fifth press conference of its series on interpreting policies that benefit enterprises and the people, presenting details of the "Linyi Municipal Three-Year Action Plan for 'AI + Manufacturing' (2026-2028)" and answering questions from reporters.

Gao Qiang, Party Secretary and Director of the Municipal Bureau of Industry and Information Technology, stated that digital and intelligent empowerment is a disruptive variable reshaping the industrial landscape and a core driving force for restructuring industrial positioning. Manufacturing is the main battlefield for the implementation of 人工智能, and Linyi, as a strong advanced manufacturing city, has encountered a historic opportunity for the accelerated application of 人工智能. To implement national and provincial arrangements for "AI + Manufacturing" and based on thorough research, the city drew on the experience of advanced regions such as Jiangsu and Zhejiang to draft the "Linyi Municipal Three-Year Action Plan for 'AI + Manufacturing' (2026-2028)" (hereinafter referred to as the Action Plan). With the approval of the Municipal People's Government, the Municipal Bureau of Industry and Information Technology, the Municipal Development and Reform Commission, and 12 other departments jointly issued the Action Plan. Below, I will briefly introduce its main contents.

From 2026 to 2028, the overall goal is to take 人工智能-empowered high-quality development of manufacturing as the main line, with the two-way synergy of intelligent industrialization and industrial intelligence as the engine, adhering to the approach of "improving quality at specific points, connecting along the chain, and coordinating across the whole," and accelerating the intelligent, green, and integrated development of manufacturing. By the end of 2028, the aim is to cultivate 10 industry-specific vertical large models, 20 high-quality industrial datasets and corpus libraries, 20 industrial intelligent agents, 50 typical 人工智能 application scenarios, and 100 advanced-level or above smart factories, building a provincial hub for "AI + Manufacturing" applications.

At the point level, the focus is on advancing enterprise intelligent transformation in a tiered manner. Targeting the problems of enterprises being "unable to transform, afraid to transform, and unable to transform deeply," intelligent diagnostic assessments will be carried out through two initiatives: online diagnostic evaluation and offline in-enterprise services. Intelligent applications will be promoted across four areas: R&D and design, production and manufacturing, supply chain management, and operations management. Differentiated intelligent transformation will be implemented by encouraging large enterprises to set benchmarks and small and medium-sized enterprises to adopt applications quickly. By the end of 2028, the goal is to basically achieve full coverage of intelligent diagnostic assessments for industrial enterprises above designated size, with an in-enterprise diagnostic rate of 30%, and to cultivate 6 excellent-level and navigator-level smart factories.

At the chain level, the focus is on empowering industrial upgrading through "one policy for one chain." The 13 iconic industrial chains will be divided into four fields: advanced materials, high-end equipment and new energy, deep processing of food, and modern consumer goods. Main directions and key scenarios for implementation will be further clarified to promote green-intelligent integration in the advanced materials industry, intelligent connectivity and collaboration in the high-end equipment and new energy industry, quality renewal in the deep processing of food industry, and high-end development in the modern consumer goods industry. By the end of 2028, the goal is to create 50 typical application scenarios, including intelligent optimization of smelting and rolling processes and intelligent R&D and design of complete machines and core components.

At the broader coordination level, the focus is on building a first-class industrial ecosystem. With an eye toward enhancing the supply capacity of core factors, a collaborative and efficient industrial ecosystem will be built. By strengthening the foundation of computing infrastructure, tapping high-quality data resources, and iteratively upgrading industrial models, the digital and computing foundation will be solidified. In three directions—cultivating high-quality service providers, strengthening talent support, and activating the vitality of OPC entrepreneurial entities—diverse entities will be nurtured. Through three tasks—strengthening standardization, building integrated innovation platforms, and promoting scenario openness—innovation carriers will be created. By the end of 2028, the goal is to cultivate more than 100 DCMM-certified enterprises and more than 20 outstanding 人工智能 application service providers.

In the work, the role of the Municipal Advanced Manufacturing Development Command and the 人工智能 development working mechanism will be leveraged, with quarterly roadshows of "AI + Manufacturing" innovation achievements. Policies supporting 人工智能 development at all levels will be coordinated and utilized, and financial institutions will be guided to develop specialized credit products suited to AI transformation. At the same time, industrial data classification and grading management requirements will be strictly implemented to build a strong security protection barrier.

Next, the Municipal Bureau of Industry and Information Technology, together with relevant municipal departments and all counties and districts, will adhere to manufacturing as the main battlefield and application-driven measures as the key approach. It will organize in-depth activities for AI empowering new industrialization and guide more enterprises to engage in supply-demand matching. An 人工智能 application service team will be established to accelerate the cultivation of benchmark projects and the replication and promotion of achievements, promote the large-scale implementation of 人工智能 technology applications, help Linyi's new industrialization advance solidly, and inject strong momentum into building a provincial regional sub-center and accelerating its march toward becoming a trillion-yuan city.
