On November 25, it was learned from the Public Security Bureau of Urumqi that during the suspension of household registration services from December 1 to December 10, 2025, residents can still apply for ID cards as usual. According to the Ministry of Public Security's annual population statistics requirements, Xinjiang authorities will suspend all household registration services across the region during this period, including online applications via the "Xinjiang Public Security Micro Services" WeChat mini-program and other internet channels.
During the suspension, Urumqi residents can apply for ID cards through the following methods:
**Online Application**: Residents with Xinjiang household registration (excluding the Xinjiang Production and Construction Corps) whose ID cards are not expired, have not changed their household registration information since their last ID application, and have registered fingerprints can apply online via the "Xinjiang Government Services Website," the "Xinfuban" app, or the "Xinjiang Public Security Micro Services" WeChat mini-program.
**Offline Application**: Residents whose ID cards are expired, lost, or damaged, or who do not meet the online application criteria, can visit designated ID card service centers. Urumqi has implemented nationwide, region-wide, and city-wide ID card services, allowing residents to choose the nearest service point.
**Temporary ID Cards**: Residents who urgently need an ID while applying for a new, replacement, or reissued ID card can apply for a temporary ID.
The Public Security Bureau reminds residents who need household registration services to call the service center in advance or submit applications via the "Xinjiang Public Security Micro Services" mini-program to schedule appointments. During the suspension, residents can contact community police officers to prepare necessary documents for processing after the population statistics work concludes.
