The Shanxi Provincial Postal Administration has announced a new initiative following the opening of the fourth session of the 13th Shanxi Provincial People's Congress, where Governor Lu Dongliang delivered the government work report. The report confirms that in 2026, Shanxi will continue to implement 15 key livelihood projects. Among them, the 12th project focuses on supporting the coordinated development of rural e-commerce and express logistics, specifying that subsidies will be provided to business entities with online agricultural product sales exceeding RMB 20,000 and express delivery volumes surpassing 1,000 orders. The policy aims to deepen the integration of "express delivery + modern agriculture" and promote the development of the rural logistics system across the province.
This policy represents an optimization and upgrade of Shanxi's existing subsidy program for agricultural product shipments. By continuing to consolidate and enhance the rural logistics system, it will further reduce logistics costs for rural e-commerce operators and improve the market competitiveness of distinctive local products such as Yuncheng's Linyi apples, Linfen's Xixian jade dew fragrant pears, Xinzhou minor grains, and Changzhi's Qinzhou yellow millet.
Additionally, the initiative will facilitate efficient coordination between rural e-commerce service systems and express logistics networks, reinforcing the stable and positive growth trend of the postal and express delivery industry. It is expected to gradually establish a virtuous cycle of "e-commerce empowerment, logistics support, agricultural efficiency gains, and farmer income growth," laying a solid foundation for expanding express delivery services to villages and building a comprehensive rural logistics system.
The Shanxi Provincial Postal Administration has stated that it will thoroughly implement the provincial government's requirements, continue to consolidate achievements in rural logistics system development, promote high-quality coordinated growth of e-commerce and express logistics, and deepen the integration of postal and express services with modern agriculture and rural e-commerce.
