China's MIIT Releases 2025 5G Factory Best Practices, Promoting 100 Model Projects Across 5 Major Sectors

The Ministry of Industry and Information Technology (MIIT) has recently issued the "2025 5G Factory Typical Application Practices" document. It selects 100 benchmark 5G factory application cases that are technologically advanced and serve as industry leaders. These projects cover critical sectors including raw materials industries, equipment manufacturing, consumer goods industries, electronics and information technology, as well as energy and transportation. Authorities are required to strengthen policy support and resource allocation based on local conditions, to advance the construction of 5G factories with high quality, and to accelerate the deep integration of "5G+Industrial Internet" into the entire production process and all its stages.

To deeply implement the innovation-driven development strategy for the Industrial Internet and accelerate the high-quality development and large-scale application of "5G+Industrial Internet," the ministry initiated the "Hundreds, Thousands, Tens of Thousands" 5G factory action starting in 2022. To date, this initiative has promoted the construction of over 23,000 industrial 5G private networks, released a catalog of 1,260 classified and distinctive 5G factory projects, and selected these 100 technologically advanced, benchmark-setting typical application practices. The action's goals have been fully achieved, effectively driving the expansion of "5G+Industrial Internet" from isolated explorations to system integration, and from peripheral support functions to core production processes. This accelerates the integrated application of the Industrial Internet, serving as a key engine for China's global leadership in 5G.

To facilitate mutual learning among relevant organizations, the ministry has compiled the "2025 5G Factory Typical Application Practices" document. Local authorities are instructed to enhance policy support and resource guarantees according to local circumstances, promote high-quality 5G factory construction, and speed up the deep embedding of "5G+Industrial Internet" into the full production workflow. Key follow-up measures are outlined as follows.

First, strengthen benchmark leadership by organizing exchanges and promotion activities for 5G factories. Increase efforts to publicize and promote these typical application practices. Leverage activities like the "Hundred Cities, Thousand Parks Tour" and on-site 5G factory meetings to engage local enterprises, particularly leading companies in key industries and specialized, sophisticated, distinctive, and innovative SMEs. Facilitate exchanges through seminars, site visits, and case studies to help companies identify entry points and improvement paths for industrial 5G applications, thereby further expanding the application scenarios of "5G+Industrial Internet."

Second, promote collaborative innovation to foster deep integration across the industrial chain. Encourage close cooperation among industrial enterprises, basic telecommunications carriers, equipment suppliers, and system integrators. Utilize integrated technologies such as 5G/5G-Advanced, Time-Sensitive Networking (TSN), edge computing, and information modeling to advance the evolution and capability upgrades of production site network architectures. Promote the industrialization of core components and key software/hardware for 5G factories, and develop a batch of replicable and easily promotable "5G+Industrial Internet" solutions.

Third, enhance construction quality by establishing regular monitoring and evaluation mechanisms. Support various enterprises in participating in the development of standard systems and strengthen the supply of standards related to key equipment requirements for 5G factories. Local authorities should reference relevant 5G factory construction standards to set up dynamic assessment mechanisms. Regularly update the status of local completed, ongoing, and planned 5G factory projects on the "5G+Industrial Internet" Development Management Platform, promptly summarize existing problems and policy needs, and promote the effective application of results.

Fourth, ensure adequate resource allocation to accelerate the scaled construction of 5G factories. Local authorities should, based on practical situations, fully utilize support measures to build 5G factories in key industrial sectors and explore pilot projects for industrial 5G standalone private networks. Promote the integrated empowerment of "5G+Industrial Internet" with artificial intelligence to further deepen the application scope of 5G factories.

Fifth, polish the Chinese brand to create world-class 5G factories. Encourage qualified institutions to conduct 5G factory certification in an orderly manner, using evaluation to promote construction. Aim to develop a group of five-star rated 5G factories in key industries such as petrochemicals, steel, building materials, equipment manufacturing, home appliances, textiles, electronic equipment manufacturing, mining, ports, and power. Encourage solution providers to accelerate the export of their technological ecosystems, offering Chinese solutions for overseas factory construction and enhancing the international influence of the 5G factory brand.
