Heilongjiang Province has officially commenced the application period for this year's subsidy program supporting capacity expansion in the agricultural product deep processing industry. According to a notice released by the Provincial Department of Industry and Information Technology, eligible enterprises can receive a provincial subsidy equivalent to 10% of their productive fixed-asset investment, with a maximum subsidy of 10 million yuan per project. The application deadline is set for the 16th of this month.
The application process is conducted in accordance with the "Detailed Rules for Implementing the 'Capacity Expansion' Policy Supporting High-Quality Development of Agricultural Product Deep Processing Industry in Heilongjiang Province (2026 Revised Version)". It applies to deep processing projects for agricultural products that commenced construction after January 1, 2022, and completed investment and began operations before December 31, 2025. To qualify, enterprises must have a productive fixed-asset investment, excluding construction costs, exceeding 50 million yuan, or 20 million yuan for soybean deep processing projects. Furthermore, the projects must be included in the "Guidance Catalog for Deep Processing Products of Agricultural Products" and represent mid-to-high-end production capacity within the industrial chain. Applicants must be independent legal entities registered in Heilongjiang Province with no record of dishonesty or violations of laws and regulations. The same project must not have received support from other provincial-level financial funds.
The application will be handled exclusively online. Enterprises must complete their submissions through the "Longjiang Gongxin" platform by March 16th. Access to the Heilongjiang Enterprise Service Platform is available via the Provincial Department of Industry and Information Technology's official website or the China SME Service Network. Applicants are required to prepare and submit their application documents according to the specified guidelines. Following submission, municipal industry and information technology bureaus will review the application materials by the 18th of this month, checking for completeness and verifying credit status before compiling a summary list. They will recommend eligible projects to the Provincial Department by the 20th. Enterprises are responsible for the authenticity, accuracy, and completeness of their application materials. Initial reviews will be conducted strictly by local authorities; any entity found submitting fraudulent information will be immediately disqualified and held accountable.
This policy is designed to encourage enterprises to increase production, expand capacity, and strengthen industrial chains, thereby promoting the upgrade of the province's agricultural product processing industry towards mid-to-high-end levels.
