A total of 2,406 innovative small and medium-sized enterprises (SMEs), 1,744 specialized and sophisticated enterprises, and 86 national-level "Little Giant" enterprises have been cultivated cumulatively across the province, according to the provincial Department of Science and Technology as of July 23.
Additionally, 71 technology companies are planned to be included in the reserve listing enterprise pool, with three companies having already submitted applications for listing on the Hong Kong Stock Exchange. This continuously strengthens the technology listing pipeline.
In recent years, Guizhou has been steadily improving the gradient cultivation system for technology innovation entities. This system builds a full-chain cultivation pattern covering tech-based SMEs, high-tech enterprises, specialized and sophisticated enterprises, national-level "Little Giant" enterprises, and reserve listing tech companies. By implementing technical breakthroughs, optimizing high-tech enterprise certification services, and conducting regular mining and cultivation, the province has consistently expanded the scale of technology innovation enterprises. It has also dynamically optimized the reserve listing enterprise pool, focusing on high-quality tech companies in the fields of digital intelligence, advanced manufacturing, and new energy and new materials.
At the same time, the province is fully implementing a technology enterprise innovation points system. The results of this system are deeply linked to credit granting, interest rate pricing, and risk assessment to solve the financing difficulties faced by tech companies with light assets and a lack of collateral. For example, the pilot "Innovation Points Loan" program in Guiyang and Gui'an has effectively alleviated the financing pain points of small and medium-sized tech companies.
Furthermore, relying on the "Implementation Plan for the Technology Enterprise Financing Demand Matching and Enhancement Project," a precise financing matching mechanism has been established. As of March 2026, 127 million yuan in technology re-lending funds have been disbursed.
