Hainan Free Trade Port Launches Island-Wide Customs Closure, Sparking High Expectations

Hainan Free Trade Port has officially commenced its island-wide customs closure operation on December 18, marking a landmark project in its development. The closure establishes Hainan as a special customs supervision zone, implementing policies characterized by "'first-tier' liberalization, 'second-tier' control, and free flow within the island."

The "'first-tier' liberalization" facilitates free and convenient movement between Hainan and other global regions, while the "'second-tier' control" ensures precise management between Hainan and mainland China. "Free flow within the island" allows relatively unrestricted circulation of various elements within Hainan. This closure is not about isolation but expanding openness, enabling Hainan to better gather global resources and share development opportunities.

Stakeholders have expressed optimism about the new phase. Meng Xinli, Chairman of Green Chocolate Manufacturing (Hainan) Co., Ltd., highlighted the benefits of streamlined imports and exports under the new policy. His company, benefiting from tax exemptions and AEO certification, has seen significant growth, with plans to expand into Southeast Asian and Middle Eastern markets.

Charlotte, an international investment manager at Sanya Yazhou Bay Science and Technology City, noted increased foreign interest in Hainan’s policies, particularly the expanded "zero-tariff" list covering 74% of goods. She emphasized how institutional innovation unlocks new business opportunities, with 160 foreign enterprises already established in the tech city.

Wang Qingxiang, Production Director of Hainan Zhong'ao Soup Industry, praised the tangible benefits of processing value-added tax exemptions, which have reduced costs and fostered industry collaboration. He anticipates broader market access post-closure.

Qian Lingyong, Deputy Section Chief of Haikou Port Customs, highlighted smoother customs procedures with smart inspection systems cutting clearance times to under three minutes. He sees the closure as a pivotal learning experience for customs personnel.

Huang Yi, a student at Hainan University, shared her excitement about the improved quality of life and career opportunities in Hainan, reflecting broader public optimism. Retiree Wu Xuejun, a frequent winter visitor, looks forward to enhanced travel experiences and access to international healthcare and duty-free products.

The closure is expected to boost Hainan’s role as an international tourism and consumption hub, with data showing strong tourism growth and rising hotel bookings. The policy aims to facilitate freer movement of goods, capital, and people, further integrating Hainan into global markets.
