The State-owned Assets Supervision and Administration Commission of the State Council (SASAC) has recently announced the results of its special assessments for the 2025 "Sci-Tech Reform Action" and "Double Hundred Action" among central state-owned enterprises.
PetroChina Company Limited (ASX: 601857) saw 11 of its participating enterprises rated as "5 benchmarks and 6 excellent", fully demonstrating their leading and exemplary role in driving reform breakthroughs.
The special assessment categorizes results into four grades: benchmark, excellent, qualified, and unqualified.
Among PetroChina's seven "Sci-Tech Reform" enterprises, Beijing Petroleum Machinery Co., Ltd., Engineering Materials Research Institute, and Kunlun Digital Intelligence were rated as "benchmark". Pipeline Engineering Co., Ltd., CNPC Aobo, CNPC Boxing, and the National Engineering Research Center for Coalbed Methane were rated as "excellent".
Among its four "Double Hundred" enterprises, Bohai Equipment and Lubricant Company were rated as "benchmark", while Tuha Oilfield and Kunlun Energy were rated as "excellent".
In 2025, PetroChina focused on refining and deepening the "Sci-Tech Reform Action" and "Double Hundred Action", aiming to build institutional mechanisms compatible with world-class enterprises, effectively utilize medium and long-term incentive tools, and accelerate the cultivation of grassroots reform demonstration units and pioneers.
For instance, Beijing Petroleum Machinery Co., Ltd. established a "three-level, five-sequence" employee career development channel and entry/exit mechanism, achieving dynamic post management and building a community of shared interests between employees and the company.
Bohai Equipment launched a special campaign to "invigorate mechanisms and stimulate momentum", granting 9 new autonomous rights to grassroots units, providing them with greater independent operational space.
These 11 participating enterprises have demonstrated initiative and a pioneering spirit, fully unleashing the dividends of reform.
The year 2026 marks the beginning of the 15th Five-Year Plan period. PetroChina will thoroughly implement the requirements of the new round of state-owned enterprise reform plans from the Party and the state, concentrate efforts to tackle key reform tasks, and conduct more targeted and differentiated reform explorations based on actual conditions.
The goal is to continuously enhance core functions, improve core competitiveness, and inject strong momentum into striving for high-quality development and accelerating the building of a world-class enterprise.
