This week, the Jiangsu Power Exchange Center officially issued the "2027 Jiangsu Electricity Retail Market Trading Work Guidelines."

The guidelines state: the requirements for a fixed-price electricity volume ratio, a spot market price-linked electricity volume ratio, and a proportional sharing method are explicitly abolished, with efforts focused on promoting the transmission of electricity energy prices to wholesale market prices. Retail users and electricity retailers may, based on whether time-of-use pricing applies, agree on a floating price and a monthly sharing fee coefficient on top of the wholesale market price.

Accordingly, the new retail package electricity energy price formula is: Retail package electricity energy price = Wholesale market price + Floating price + K sharing × Monthly sharing price.

It is reported that this move aims to continuously optimize Jiangsu's electricity retail market environment, enhance the convenience for market entities entering the market, simplify trading procedures, standardize multi-year retail trading management, and stimulate the vitality of retail market competition, all in light of the actual operation of Jiangsu's electricity retail market.

After deliberation and voting by the Jiangsu Electricity Market Management Committee, and with the consent of government supervisory and regulatory authorities, it has been officially implemented as of the date of issuance.
