On January 20, the Ministry of Natural Resources held a regular press conference, releasing the first batch of the "Collection of Innovative Cases for Planning and Land Use Policies Supporting New Industries and Business Formats," which included a total of 19 selected cases. Among them, the typical case of the marine engineering equipment industrial cluster in Dalian Changxing Island from our province was chosen. This case innovates the factor guarantee mechanism, revitalizes idle stock assets, and fosters a multi-billion-yuan marine engineering equipment cluster.
It is reported that the first batch of selected cases were all drawn from the fresh practices of grassroots levels across the country, gathering recent intelligent explorations and applications from various regions in optimizing planning adjustments and land use conversion rules, supporting compatible and composite land use, diversifying land allocation methods, optimizing land registration services, and strengthening monitoring and evaluation. They cover multiple business formats, including strategic emerging industries, producer services, integrated cultural, sports, and tourism industries, urban public service facilities, and the integrated development of primary, secondary, and tertiary industries in rural areas.
The Ministry of Natural Resources encourages localities to proactively plan innovative measures and explore flexible, efficient resource allocation methods to form a virtuous cycle where "innovation in one place benefits many." This aims to promote a shift in spatial utilization patterns from incremental expansion to tapping the potential of existing stock, and from rigid control to flexible adaptation. The goal is to transform planning and land policies from a regulatory mindset to an operational one, further unleashing and expanding the comprehensive effectiveness of policies.
