Yunnan Transfers Over 300 Million Green Certificates for Existing Conventional Hydropower at No Cost

More than 300 million green certificates for existing conventional hydropower have been transferred without charge in Yunnan province, according to recent information.

The total number has now surpassed 303 million certificates, which corresponds to an electricity volume exceeding 303 billion kilowatt-hours.

This initiative has benefited approximately 76,000 electricity-consuming enterprises, resulting in estimated savings of about 1.68 billion yuan in green energy costs for industrial and commercial users.

In July 2023, relevant policies clarified that a green certificate serves as the sole proof of green electricity production and consumption.

These policies also stipulated that green certificates for existing conventional hydropower projects operational before January 1, 2023, would be directly transferred to users along with the electricity at no cost.

In December 2024, the "Implementation Rules for Green Power Trading in Yunnan Province" were officially released, facilitating the implementation of this no-cost transfer policy.

A representative from Yunnan Hongtai New Materials Co., Ltd. highlighted that procuring green certificates represents a fixed cost for companies, and Yunnan's green electricity policies offer a significant advantage.

The company noted that since establishing operations in Yunnan, it has benefited from the no-cost certificate transfer policy, saving over 10 million yuan in green certificate procurement costs in 2025.
