Beijing has officially released the 2026-2027 Measures for Promoting High-Quality Development of Dining, Supermarkets, and Other Business Formats, along with the annual application notice, as announced by the Municipal Commerce Bureau on September 6. The policy aims to expand and upgrade living services industries such as dining, supermarkets, and convenience stores, improve the community-oriented commercial service system, tap into the potential of integrated consumption, and stimulate market vitality.
The support directions include fostering integrated development between convenience commerce—such as dining and convenience stores—and cultural, tourism, sports, expo, and exhibition sectors to create new consumption scenarios. The policy also supports the growth of time-honored dining brands, encourages their quality enhancement, backs upgrades to dining outlets and direct-operated supermarket chains to improve consumer environments and service standards, and facilitates the construction or upgrading of central kitchens, including staple food processing and distribution centers.
The most notable aspect is the "convenience commerce entering cultural, tourism, sports, expo, and exhibition venues" initiative. The measures explicitly encourage the establishment of new dining outlets and chain convenience stores in municipal or district-level parks, public sports venues, performance spaces, museums, exhibition halls exceeding 10,000 square meters, and graded scenic areas. This move aims to address the lack of supporting facilities in cultural and tourism consumption scenarios.
According to the application rules, projects must be located within Beijing's administrative boundaries, and applicants must be enterprises operating legally within the city. To avoid scattered resources, a single applicant can select only one support direction, and the number of outlets applied for under the same direction cannot exceed five. Regarding financial thresholds, the audited expenditure for a single dining outlet or convenience store must not be less than 200,000 yuan, while that for a single supermarket outlet or central kitchen must not be less than 500,000 yuan. Additionally, the actual audited expenditure must reach at least 70% of the planned expenditure.
The policy emphasizes that projects that have received central or other municipal-level fiscal support within the past three years will not be eligible for repeated subsidies. Furthermore, enterprises that have experienced major or above safety production accidents in the last three years, are listed in the new prohibited industry catalog, or are on the dishonesty blacklist are excluded from the support scope.
Applications will be accepted through both online and offline channels. Starting immediately, enterprises can submit materials via the "Policy Redemption" section on the Beijing Municipal People's Government portal, with the online application deadline set for December 15, 2026. District commerce departments will review applications on a rolling basis, with paper materials to be consolidated and submitted by December 24. The Municipal Commerce Bureau will entrust third-party institutions to conduct evaluation, acceptance checks, and final review, and projects that pass and are publicly announced without objections will receive fund disbursement.
The Beijing Municipal Commerce Bureau has stated that it will strengthen performance management throughout the process to ensure the efficient use of fiscal funds. Supported entities must maintain proper accounting records in accordance with accounting standards and accept supervision and inspections from commerce, finance, and audit authorities. Any fraudulent acquisition of funds through false reporting or other means will result in recovery of funds and legal accountability.
