China Everbright Water Limited (CEB Water) announced a broad leadership reshuffle effective 17 July 2026, highlighted by the retirement-driven resignation of Chairman and Non-Executive Director Luan Zusheng. Luan also vacated his roles as Strategy Committee Chair, Nominating Committee member and SEHK Authorised Representative.
CEO Xiong Jianping, aged 47, has assumed the position of Acting Chairman while retaining his chief executive duties. A veteran of Everbright Environment Group with extensive project investment experience, Xiong’s annual salary remains RMB 0.69 million, supplemented by a discretionary year-end bonus. The board emphasized that his chairmanship is temporary and that it is seeking a separate permanent chairman to restore full compliance with both HKEX and SGX corporate-governance codes, which recommend segregation of the chairman and CEO roles.
Board committees were realigned concurrently: Xiong now heads the Strategy Committee, leaving the board with one executive director and four independent non-executive directors.
Finance chief transition: Ge Dan, 42, formerly General Manager of Finance Management, was promoted to Chief Financial Officer. A PRC Certified Public Accountant with prior experience at KPMG Huazhen, Ge brings a decade-plus of capital-markets and M&A expertise to the role. She also becomes an alternate SEHK Authorised Representative to Xiong.
Authorised-representative updates: • Wang Yuexing and Kwan Yun Fui ceased serving as alternates to Luan and Xiong respectively. • Kwan Yun Fui was redesignated as primary SEHK Authorised Representative. • Chan Pui Ching was appointed alternate SEHK Authorised Representative to Kwan.
Governance impact: Independent non-executive directors now constitute four of the board’s five seats, maintaining a majority despite the temporary chairman–CEO overlap. The company reiterated efforts to appoint a new chairman “as soon as possible” to align fully with HKEX and SGX governance requirements.
