Pound Holds Steady as Burnham Nears Leadership, Markets Await Chancellor Appointment

The British pound maintained a generally stable position on Monday as Andy Burnham's anticipated succession to Keir Starmer as Prime Minister draws near, with markets keenly awaiting confirmation of the next Chancellor of the Exchequer.

At the time of writing, the pound was essentially flat against the US dollar, trading at $1.3467. It gained 0.11% against the euro, reaching €1.1774.

On July 17th, the UK's ruling Labour Party announced at a special conference that Burnham had been elected as the party's new leader. Following the formal appointment by King Charles III, he is set to succeed Starmer as Prime Minister. According to procedure, Starmer will submit his resignation to the King on July 20th, after which Burnham will receive the royal appointment and formally assume the premiership.

Burnham's election did not involve a contested race; he became the sole candidate with the backing of the party. His lengthy tenure as Mayor of Greater Manchester has built him considerable standing within Labour, owing to his experience in local governance and his representation of England's northern regions.

In his first speech as party leader, Burnham stated that the new government would "create a new political landscape" and change the "political direction." He emphasized that Labour should make people "believe we can build a better country" and "move the whole of Britain forward."

Burnham further stressed that a Labour government under his leadership would focus on economic revitalization, strengthening public sector management, and devolving more power to local authorities.

Analysts point out that Burnham's core political capital is the "Manchesterism" philosophy developed during his over nine years as Mayor of Greater Manchester, a role he has held since May 2017. Under his leadership, significant changes have been visible in the northern English region: high-rise buildings have risen in city centers; residential and commercial complexes have been rapidly developed; and public transport has been brought back under unified local management, gaining public support.

Data indicates that from 2015 to 2023, Greater Manchester's economy grew at an average annual rate roughly twice that of the UK as a whole, making it one of the nation's fastest-growing regions.

The tenets of "Manchesterism" center on devolving power to local areas while strengthening government oversight in public services. Burnham has previously indicated his intention to apply this approach nationally, proposing to relocate some national functions away from London and grant greater autonomy to local areas in housing, transport, and education, aiming to reverse the excessive concentration of resources in the capital.

Additionally, Burnham advocates for expanding affordable housing construction, advancing social welfare reform, and seeking to strengthen ties with Europe to "consolidate" progress made in existing negotiations with the EU.

However, like his predecessors, Burnham's path will not be smooth, facing a "mountain of challenges" including social welfare, defense spending, the cost of living, and geopolitics. Many of these issues could impact financial markets, including sluggish economic growth and market concerns over fiscal discipline.

Consequently, one of the key questions for investors in recent weeks has been who Burnham will select as Chancellor. Last week, reports suggesting he might appoint the centrist Shabana Mahmood, rather than a more left-leaning candidate, provided support for UK assets. Markets interpreted this as a signal that Burnham does not intend to significantly increase government spending to the extent some investors had previously feared.
