The Haidian District of Beijing has released a blueprint for the "Intelligence Valley Pilot Base" during a production services development conference held on August 8. The initiative aims to enhance pilot testing infrastructure over the next three to five years, focusing on the "artificial intelligence plus" sector.
Tang Chao, Deputy Director of the Zhongguancun Science City Management Committee and Vice Mayor of Haidian District, outlined key milestones. By the end of 2026, the initial launch area will be operational, featuring nearly 50,000 square meters of available space. This phase will include pilot platforms for embodied intelligence and high-end medical device CDMO, with plans to add autonomous science discovery labs, AI-native materials labs, and superconducting chip pilot lines. By the end of 2028, the mid-term expansion zone will take shape, and by the end of 2030, the potential reserve area will have a clear direction.
Haidian District Mayor Xu Xinchao highlighted the district's service sector prowess, noting that the 2025 GDP reached 1.37 trillion yuan, with the service sector maintaining over 90% of the economy for a decade. Production services, which accounted for more than 80% of the service sector in 2025, have shown robust growth and structural optimization, driven by scientific innovation.
The conference not only announced policies but also featured a roundtable discussion with representatives from universities, enterprises, and capital. Yang Renquan, General Manager of the Zhongguancun Development Group, suggested increasing the recruitment and training of technology managers, with specialized support in title evaluation and funding. He also advocated for stronger hardcore technology service supply, including concept validation, pilot testing, and intellectual property services, as well as coordinated services for space, scenarios, testing, and capital to attract global innovation resources.
Wang He, Founder and Chief Technology Officer of Galaxy General, announced that the company will leverage intelligent manufacturing policies to build Beijing's first full-system embodied intelligence pilot base and production line in Haidian. This will create the world's first "AI plus consumption" embodied intelligence large-scale demonstration zone, initially deploying 20 Galaxy capsules and robots at 10 Haidian landmarks, including the Summer Palace and the Old Summer Palace, for routine operations.
Li Jiaqing, President of Junlian Capital, proposed establishing a special early-stage sub-fund for technology services to lower financing barriers for startups. He also recommended deepening the integration of investment, incubation, and pilot carrier resources, connecting government funds, market venture capital, university incubators, and district-level pilot platforms, and building a one-stop overseas service system for tech service firms.
Nie Changhong, Secretary of the Party Committee of the Chinese Academy of Sciences' Science and Technology Innovation Development Center, suggested that Haidian should expand the coverage of innovation vouchers, strengthen pilot verification platforms, and provide systematic solutions. He emphasized deepening "soft services" to empower "hard manufacturing" and focusing on livelihood needs to promote the popularization and quality upgrade of living technology services.
