Financial frontline reported on August 25 that China Construction Bank Corporation released its announcement today regarding further improvements to loan interest subsidy work for small and medium-sized enterprises (SMEs) and service sector business entities. In order to implement the Party Central Committee and State Council's strategic decisions on expanding domestic demand, stimulate private investment, and better leverage the role of loan interest subsidy policies for SMEs and service sector operators, the bank is optimizing related subsidy arrangements in accordance with the Notice on Further Improving Fiscal and Financial Coordination to Promote Domestic Demand Policies (Finance [2026] No. 71, hereinafter referred to as the "Notice").
Starting from August 1, 2026, newly issued working capital loans to eligible small and medium-sized private enterprises will be included in the scope of the SME loan interest subsidy policy, with relevant subsidy standards implemented according to the requirements of the Notice. Additionally, from August 1, 2026, the upper limit on the loan scale for which a single customer can enjoy the SME loan interest subsidy policy at the bank will be executed in accordance with the Notice's provisions.
For other unspecified matters, as well as SME private enterprise loans issued between January 1, 2026, and July 31, 2026, the provisions of the Notice on Implementing the Loan Interest Subsidy Policy for Small and Medium-sized Enterprises (Finance [2026] No. 4) will continue to apply. Starting from August 1, 2026, the upper limit on the loan scale for which a single customer can enjoy the service sector operator loan interest subsidy policy at the bank will also be executed according to the Notice's requirements. Other unspecified matters, along with loans issued to service sector business entities between January 1, 2026, and July 31, 2026, remain subject to the relevant provisions of the Notice on Optimizing the Implementation of the Loan Interest Subsidy Policy for Service Sector Business Entities (Finance [2026] No. 5).
The bank does not charge any service fees for handling loan interest subsidies for SMEs and service sector operators, nor has it entrusted any institution or individual outside official channels to handle these matters on its behalf. Customers are advised to guard against various forms of fraud to protect their property and information security.
