World's First PCTC Compliant with New International Standards for NEV Transport Completed

Recently, CIMC Raffles, a subsidiary of CIMC Group, held the naming ceremony for the "NOCC PACIFIC," a 7,000-car LNG dual-fuel pure car and truck carrier (PCTC), at its Longkou base. This marks the official completion of the world's first PCTC designed to meet new international standards for new energy vehicle (NEV) transportation.

The vessel, built for Norwegian shipowner Norwegian Car Carriers (NOCC), represents a major milestone in their collaboration. It will enhance NOCC’s fleet modernization and contribute to the global shipping industry’s green transition.

The "NOCC PACIFIC" measures 199.9 meters in length and 38 meters in width, with a design draft of 8.6 meters and a service speed of 19 knots. With a capacity of 7,000 car equivalent units (CEUs), it is equipped with two C-type LNG tanks and dual-fuel engines, enabling zero emissions during port operations. The vessel has also received DNV’s "ammonia-ready" notation, preparing it for future use of lower-carbon fuels.

During construction, CIMC Raffles adopted an innovative "deck-first" assembly method, reducing hull deformation by over 15% and improving both precision and efficiency.

In response to the surge in global NEV shipments and associated safety challenges, the International Maritime Organization (IMO) has mandated new safety standards, set to take effect in January 2026. Ahead of this regulation, the "NOCC PACIFIC" incorporates DNV’s "F(EV)" notation, making it the first PCTC compliant with these new requirements and setting a benchmark for safe NEV maritime transport.

Longkou has emerged as a leading global PCTC construction hub. CIMC Raffles has secured multiple contracts with major shipping firms, including Sweden’s Wallenius Lines, Greece’s Atlas Maritime, and Monaco’s Zodiac Group. The "NOCC PACIFIC" is the 15th PCTC delivered by CIMC Raffles and the 7th from Longkou in 2025, reinforcing its leadership in the sector.

NOCC, a J.P. Morgan-owned specialist car carrier and the first to operate PCTCs, praised the vessel’s cutting-edge technology. CEO Olav Sollie stated that the "NOCC PACIFIC" exemplifies efficiency and sustainability, with high confidence in CIMC Raffles’ craftsmanship.

Wang Jianzhong, CEO of CIMC Raffles, emphasized the company’s commitment to delivering top-tier vessels and expanding partnerships with forward-thinking owners like NOCC.
