China's Ministry of Industry and Information Technology has rolled out its latest initiative under the 15th Five-Year Plan for the information and communication technology sector, with a clear focus on advancing low-orbit satellite internet capabilities. The plan sets its sights on achieving satellite broadband coverage across the globe, positioning the technology as a key driver for next-generation connectivity.
A core technical target involves upgrading the payload performance of low-orbit satellites to deliver a single-satellite capacity exceeding 100 Gbps. This enhancement is expected to support essential functions such as inter-satellite links and on-board processing, enabling high-speed satellite internet services that can rival terrestrial networks. By pushing these performance benchmarks, the strategy aims to close the digital divide in remote and underserved regions worldwide.
To ensure seamless operations, the plan also emphasizes establishing a robust network of ground-to-satellite interconnection hubs across the country. These facilities will manage cross-network traffic between satellite and terrestrial communication systems, as well as between different satellite networks, fostering an efficient and interoperable integration of space-based and ground-based infrastructure. This approach is designed to promote the smooth flow of data and maximize the utility of existing resources.
On the application front, the initiative will deepen commercial trials for satellite internet of things (IoT) technology. Through rigorous testing and validation of critical equipment and systems, the ministry intends to expand satellite IoT usage, providing broad connectivity across air, space, land, and sea for a diverse range of devices and vehicles. This move is set to unlock new opportunities in logistics, agriculture, and maritime industries, among others.
Additionally, the plan pushes for wider adoption of direct-to-phone satellite services, aiming to integrate them seamlessly with terrestrial 5G and 6G mobile networks. As these systems evolve, the ministry will look to launch applications where existing smartphones can connect directly to satellites, as well as enable non-terrestrial network (NTN) based terminals to link up. This strategic step paves the way for a future where global roaming and connectivity are no longer bound by ground-based coverage limitations.
