First, graduates from the class of 2026, along with those from the 2024 and 2025 cohorts who remain unemployed after leaving campus, qualify if they secure jobs at small and medium-sized enterprises in the manufacturing, lifestyle services, or modern services industries, with their employers covering basic pension, medical, and unemployment insurance contributions for them in 2026. Second, graduates from the class of 2025, plus 2023 and 2024 graduates who are still jobless, are eligible under the same conditions when employers make these insurance contributions on their behalf in 2025. Third, individuals registered as unemployed for over half a year, as well as those identified as at risk of returning to poverty, can benefit if they are hired by similar SMEs in these sectors and their employers pay the three types of insurance for them in either 2025 or 2026.

The subsidy amount is set at 25% of the actual personal contributions made toward basic pension, medical, and unemployment insurance. It is distributed monthly on a "pay first, claim later" basis, with the application window open until the end of 2026. Each person can receive the subsidy for a maximum cumulative period of 12 months. To apply, eligible individuals can search for the "就在龙江" mini-program on WeChat, navigate to "就业服务," select "扩围补贴申领," choose their personnel category, and hit submit.
