On the morning of October 4, Cui Hai, Deputy Secretary of the Party Working Committee and Director of the Management Committee of Harbin New Area, went deep into key supply units in the jurisdiction to conduct on-site inspections of urban operation support and safety production during the National Day holiday, and visited frontline workers who remained at their posts.
Cui Hai successively visited Harbin New Area Power Supply Company, Tianchen Gas Co., Ltd., Jieneng Thermal Power Station Co., Ltd., and Harbin New Area Water Treatment Plant, inspecting the operation of water, electricity, gas and heating facilities, listening to reports on supply guarantee work from each unit, and exchanging views with cadres and staff to gain a detailed understanding of duty rosters, risk screening, emergency repair preparations and emergency response arrangements.
He emphasized that water, electricity, gas and heating affect thousands of households, serve as the lifeline of the city and constitute an important baseline for people's livelihood. Relevant departments and operating enterprises must stand firmly on the side of the people, strengthen bottom-line thinking, consolidate primary responsibilities, closely track changes in supply and demand, scientifically assess load trends, optimize dispatch and operation plans, and intensify inspections and maintenance of key equipment, pipeline networks and transmission lines so that hidden dangers are resolved early and dealt with while still minor.
It is also necessary to improve emergency response plans, ensure adequate emergency repair forces, strictly enforce duty rosters, and guarantee rapid response and efficient handling of unexpected situations, resolutely holding the safety bottom line so that the public can enjoy a safe and peaceful holiday and the city can operate smoothly and in an orderly manner.
